Provision of Public Health Funerals
Notice Description
Peterborough City Council arranges burials and cremations for any person who dies or has been found dead within the authority's boundaries, other than as an in-patient at Peterborough City Hospital. This is in any case where the next of kin make an application to the Local authority as they are unwilling or unable to make the necessary arrangements, or where there are no next of kin. Peterborough City Council are looking to appoint a funeral director to assist with the provision of this service.

Renewal: 1 x 12 month optional extensions. Local Government Reorganisation (LGR) is the process in which the structure and responsibilities of local authorities are reconfigured. The Government has set out plans to move away from the current two-tier system of district and county councils in England, which is relevant to Cambridgeshire County Council, the five district councils in the county (Cambridge City Council, East Cambridgeshire District Council, Fenland District Council, Huntingdonshire District Council and South Cambridgeshire District Council), and Peterborough City Council as a neighbouring unitary council. The Government has not decided when (or if) the current seven councils in Cambridgeshire and Peterborough will be reorganised and replaced with a one tier system, resulting in separate county, city and district councils no longer existing. A one tier system will mean residents will access all services through unitary council(s). At this stage, no decisions have been made on how many unitary councils will cover the county and which geographical areas they will cover. Throughout the LGR process, the Authority's focus will remain on delivering essential services across Peterborough. Accordingly, changes may occur during the term of the contract, and although contracts are likely to transfer to any new unitary authorities by statutory instrument or by agreement on LGR, the contract may need to be amended to reflect the new geographical, financial and contract scope. Therefore, to ensure the contract may adapt upon implementation of LGR and modify to reflect the implications of LGR, we state within this procurement documentation of the intention to rely on Section 74(1)(a) and Schedule 8(1) of the Procurement Act 2023 to permit modification of the of the contract (if modification is considered necessary), to reflect new geographical, financial and contract scope accordingly. Please note we cannot precisely confirm any modification, if any, to the geographical, financial and contract scope at this stage, and any proposed modification. Any contract modification shall be in accordance with clause 28 and clause 32.5.2(c) of the contract.

Responses will be reviewed and follow up clarification questions may be asked to ensure the Authority can make an informed decision on the future of the Public Health Funeral Provision. No supplier selection or supplier preference is implied. Supplier who are interested in this opportunity should submit an Expression of Interest on the ProContract Advert which is linked here: https://procontract.due-north.com/Advert?advertId=9939a635-b060-f111-813c-005056b64545&p=fa9a9b42-8212-ed11-8117-005056b64545 This will then grant access to the Preliminary Market Engagement document that all Suppliers are asked to complete and return via ProContract by no later than 12:00 Noon on Friday 3rd July 2026.
