The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason: Sub-contracting is permitted under the terms and conditions of contract, which require prior approval by the Council. A separate sub-contracting clause has not been included in the Contract Notice as arrangements are adequately addressed within the procurement documents and Conditions of Contract. Community benefits are included in this requirement. Bidders will be required to complete a Community Benefits Matrix for each Lot, setting out proposals in areas such as targeted recruitment and training opportunities (including apprenticeships), engagement with local schools and communities, and support for SMEs, the third sector and local supply chains. Proposals should also contribute to environmental sustainability objectives and align with the Contractor's commitments on fair work practices. Community benefits will form part of the quality evaluation and will be monitored throughout the contract period.
