Summary of the contracting process

Highland Council procured skip and waste management services for its recycling centres and transfer stations. The requirement covers supplying skips of different sizes, delivery, exchange, collection and transport to treatment or disposal facilities, for planned and ad hoc needs. Awards were made separately: Seafield Park Transport won Inverness & Inner Moray Firth at £4,317,924.13 and Skye at £1,035,622.08; Bowmans (Locheil Logistics Ltd) won Lochaber at £1,599,978.81; and Pat Munro (Alness) Ltd won Plasterboard at £519,150.44 and Asbestos at £16,174.29. Four bids were received for Inverness, five for Skye, one for Lochaber, two for Plasterboard and one for Asbestos.

This procurement shows demand for operators able to provide and service skip containers across a geographically dispersed Highland network, including scheduled and responsive collections. Credible competitors would need suitable vehicles, containers, transfer and transport arrangements, and established routes to authorised treatment or disposal facilities. The buyer also required two relevant recent examples, named staff qualifications, substantial liability insurance and evidence of turnover in the relevant business area.

Notice Description

The Authority requires the servicing of skip containers used for the storage of a range of recyclable materials and / or waste including Special Waste, namely wrapped bonded asbestos at Highland Council Recycling Centres and Transfer Stations. The appointed Lot contractors are required to collect skip containers from the Council's sites and transport them to a range of appointed treatment / disposal facilities at various named destinations on an as and when required basis.

Lot Information

Inverness & Inner Moray Firth

Provision of skips of various sizes, including delivery, exchange and collection services across the Council area. This includes both planned and ad hoc requirements.

Renewal: Option of multiple extensions to be extended by up to twenty-four (24) months, subject to mutual agreement

Skye

Collection, transport and disposal of green, wood and inert waste contained within skips. The Contractor must ensure compliance with all relevant waste management legislation and maximise recycling where possible.

Lochaber

Contractors must hold appropriate hazardous waste and asbestos handling licences.
