The procurement method utilised was a below-threshold direct award without competition. The contract was signed on 4th June 2026, with Thrive Learning Ltd awarded the contract, which is active from 12th June 2026 to 11th June 2027. This tender presents a significant opportunity for businesses specialising in IT software and services, particularly those offering learning and development solutions. Companies with expertise in mentoring, coaching, and skills assessment capabilities would find this tender particularly beneficial, as it aligns with the current strategic direction of National Highways. Businesses that can offer comprehensive development and talent management solutions similar to the existing Thrive platform would be well-suited to compete in similar future procurement opportunities, as National Highways continues to focus on self-serve elements and cultural change within their organisational strategy.

Notice Title

ITEP1188 - Thrive Learning Platform 26-27

Notice Description

The National Highways People Strategy for the remainder of the RIS period is focused on three key areas, leading our people, developing our people and valuing our people. Developing our people is reliant on the L&D department having the right systems and appropriate offer for individual and organisational development needs. The current people strategy, HR in year business plan and wider L&D strategy is changing to focus on a different cultural model and will not be solely focused on formal learning through eLearning or training courses. Our overall approach to development and talent management is changing during the course of the business year 26/27 and is currently under review. Thrive currently offers more than essential requirements and includes some additional requirements that align with our proposed approach moving forward, such as mentoring, coaching and skills assessment capabilities. The need to continue with our existing learning platform Thrive is required as it currently aligns with our people strategy aims, in year business planning initiatives and wider thinking for culture change. The platform offers optimal ready-made content and development solutions for the self-serve elements of our desired development culture without the need for us to purchase additional suppliers or increase headcount.
