Summary of the contracting process

The Crown Estate sought a services concession to grant seabed rights for developing the Morgan offshore wind farm in the Irish Sea. The site is managed by The Crown Estate and the potential project has a maximum generation capacity of 1.5GW. The successful developer would receive rights under an agreement for lease, with the option to enter into leases for constructing and operating the wind farm once specified conditions are met. The requirement covers offshore wind development and associated transmission assets, including wind turbines, electricity infrastructure, construction and civil engineering services. Delivery is in the United Kingdom, covering seabed around England, Wales and Northern Ireland. The opportunity is intended for an offshore wind developer bidding alone or as part of a consortium.

The procurement reached tender: The Crown Estate invited offers through an open procedure for a concession, with electronic submission allowed in English. It has since been cancelled and will be reissued using a competitive flexible procedure; the stated requirement and deadlines are unchanged. Enquiries were due by 21 August 2026 at 12:00, and tenders by 4 September 2026 at 23:00. The contract period was planned to run from 1 December 2026 to 1 December 2096. The published value was £0. The process had one lot. Suppliers were to complete a Procurement Specific Questionnaire assessing legal, financial and technical suitability for entry to an ascending-clock auction. The highest financial bid in that auction would identify the preferred bidder. The planned award date was 20 November 2026.

This opportunity suits established offshore wind developers, major energy businesses and consortia able to secure and manage seabed rights for a large-scale wind farm. Bidders need legal and financial capacity, as well as the technical ability required for offshore wind development, transmission infrastructure, construction and eventual operation. The requirement is aimed at organisations with the resources to progress a project with potential generation of up to 1.5GW and to meet the conditions in the proposed agreements for lease and leases. The commercial route involves qualification through a Procurement Specific Questionnaire followed by a competitive ascending-clock auction, so participants need the financial strength to submit a competitive bid and the governance, legal and technical teams to review and execute the associated agreements. The tender was cancelled for reissue, with bidders directed to the replacement tender.

Notice Title

Morgan Offshore Wind Site Tender

Notice Description

The main purpose of the contract is a services concession contract. The Crown Estate, as manager of the seabed around England, Wales and Northern Ireland, is seeking to award seabed rights to a developer for the development of an offshore wind farm in the Irish Sea, which has an maximum potential energy generation capacity of 1.5GW. These rights will be governed by a 10 year 'agreement for lease', which will be awarded to a successful bidder through a competitive tender process under the Procurement Act 2023. The holder of the agreement for lease will acquire the rights necessary to develop an offshore wind farm and will ultimately have the option to enter into lease with The Crown Estate for the construction and operation of this wind farm, subject to the satisfaction of certain conditions detailed in the agreements for lease. The maximum contract value has been stated in this notice as [00000 GBP] as The Crown Estate is unable to state a maximum contract value for the Morgan tender which is the subject of this Tender Notice, due to the impossibility of predicting what the likely overall value of the concession to the developer will be. Should suppliers wish to formally request access to the Morgan Procurement Specific Questionnaire, they may do so by registering on The Crown Estate's e-tending portal via this link: https://etendering.thecrownestate.co.uk. The Crown Estate reserves the right to refuse to grant or to deny access at any time to the portal, to any person that The Crown Estate considers, in its absolute discretion, does not have a genuine intention to participate in the Morgan tender as either a sole bidder or a consortium member in order to secure seabed rights in respect of a the Morgan site.
