Summary of the contracting process

The Crown Estate has announced a planned procurement for the development of the Morgan Offshore Wind Site, part of a services concession contract initiative in the Irish Sea. This tender is managed under an open procedure and is in the planning stage, with key documents published as of 8 June 2026. Located in the United Kingdom, particularly involving seabed rights, the procurement is poised to support an offshore wind farm with a potential capacity of 1.5GW. A webinar is scheduled for 25 June 2026 to engage interested suppliers, and the tender period ends on 17 August 2026. The contract, starting on 1 December 2026, will span over a decade, concluding in December 2036.

This procurement presents significant opportunities for businesses in construction, energy production, and renewable technologies, specifically those with expertise in wind turbines and offshore infrastructure. Companies with strong legal and financial profiles, as well as technical proficiency in wind power installations and subsea work, will be well-positioned to compete for this contract. The open procedure allows for broad participation, and suppliers can express their interest by registering on The Crown Estate’s e-tendering portal, opening avenues for collaboration and expansion in the renewable energy sector.

Notice Title

Morgan Offshore Wind Site Tender Planned Procurement Notice

Notice Description

The main purpose of the contract is a services concession contract. The Crown Estate, as manager of the seabed around England, Wales and Northern Ireland, is seeking to award seabed rights to a developer for the development of an offshore wind farm in the Irish Sea, which has an maximum potential energy generation capacity of 1.5GW. These rights will be governed by an 'agreement for lease', which will be awarded to a successful bidder through a competitive tender process under the Procurement Act 2023. The holder of the agreement for lease will acquire the rights necessary to develop an offshore wind farm and will ultimately enter into lease with The Crown Estate for the construction and operation of this wind farm. The maximum contract value has been stated in this notice as [00000 GBP] as The Crown Estate is unable to state a maximum contract value for the Morgan tender which is the subject of this Planned Procurement Notice, due to the impossibility of predicting what the likely overall value of the concession to the developer will be. The Crown Estate will hold an webinar which will take place via Microsoft Teams on 25 June 2026 at 10:00 GMT and all suppliers who may be interested in the opportunity are encouraged to attend. Suppliers will need to register interest for the webinar in order to receive an invite and are requested to contact: liveoffshorewindtender@thecrownestate.co.uk. Should suppliers wish to express a non-binding early indication of interest in participating in the Standalone Tender, they may do so by registering on The Crown Estate's e-tending portal via this link: https://etendering.thecrownestate.co.uk. The Crown Estate reserves the right to refuse to grant or to deny access at any time to the portal or webinar, to any person that The Crown Estate considers, in its absolute discretion, does not have a genuine intention to participate in the Morgan tender as either a sole bidder or a consortium member in order to secure seabed rights in respect of a the Morgan site.
