Summary of the contracting process

Wrexham County Borough Council commissioned statutory training for the early years and childcare workforce in Wrexham. The services are classified as health and social work services (CPV 85000000) and are divided into two areas. Lot 1 covers face-to-face Group B Level 2 safeguarding intermediate training and Group C Level 3 advanced safeguarding training, including identifying and reporting abuse, safeguarding procedures, legislation, multi-agency child protection and staff allegations. The procurement is complete: both lots were awarded to Groundwork North Wales on 14 July 2026, and contracts were signed on 17 September 2026. The below-threshold competition used an open procedure. The enquiry deadline was 24 June 2026 at noon and the tender deadline was 6 July 2026 at noon. Lot 1 was awarded at £54,000 net (£64,800 gross), with a contract from 1 October 2026 to 30 September 2028 and possible annual renewals extending to 30 September 2030. Lot 2 was awarded at £100,000 net (£120,000 gross), on the same contract dates and renewal basis. Each lot was evaluated on quality at 90% and commercial price at 10%. Three bids were received for Lot 1 and nine for Lot 2.

This requirement indicates sustained demand from Wrexham’s early years and childcare workforce for structured safeguarding and paediatric first-aid training. A credible future provider would need qualified trainers able to deliver face-to-face courses for groups of at least eight, with flexible daytime, evening and weekend scheduling. Lot 1 requires current expertise in intermediate and advanced safeguarding, including child protection referrals, case conferences, written reports, legislation and allegations involving staff. Lot 2 requires comprehensive emergency and full paediatric first-aid capability across the specified child emergencies, illnesses and injuries, plus understanding of paediatric first-aider responsibilities. Providers should also be able to meet the National Minimum Standards for Regulated Childcare 2023, arrange venues, evaluate learner outcomes and provide Welsh-language delivery when required. Both lots were identified as suitable for SMEs and VCSEs.

UK7 - Contract Details Notice Commissioning of a training provider to deliver a minimum of 6 of each of the following: * Group B (Level 2) Safeguarding Intermediate Course & Group C (Level 3) Safeguarding Advanced Course* Emergency Paediatric First Aid & Full Paediatric First Aid. The content of the courses should be in line with the requirements specified in the National Minimum Standards for regulated childcare 2023.The courses should be delivered to meet the varying needs of the early years and childcare workforce through a mixture of daytime, evening and weekend courses, for a minimum of 8 participants per course. The training provider will be responsible for identifying and managing room bookings, including payment for all courses through this specification. The training provider will be required to provide evaluation information from participants to Wrexham County Borough Council following each course. The training provider must be able to deliver the training through the medium of Welsh if required, in line with Welsh Language Standards. The provider must be able to ensure their courses meet the requirements set out in the National Minimum Standards for Regulated Childcare 2023. Wrexham County Borough Council wish to commission our training programme for the early years and childcare workforce under the following two Lots. Lot 1: Group B (Level 2) Safeguarding Intermediate Course & Group C (Level 3) Advanced Safeguarding Course. Intermediate Safeguarding Children courses help to increase existing safeguarding knowledge and teach more about what is involved in the safeguarding process. The course shows how to identify abuse, and report concerns as well as learn more about the safeguarding structure, recognising risks and what happens after a referral to social care has been made. Course type and considerations: * Face to face course* Duration: 4-6 hours/1 day/2 x evenings Advanced Safeguarding courses teach more about what the role involves and helps to understand the safeguarding process in more detail. The course uses a variety of written activities and interactive exercises to help review and develop the safeguarding procedures within the setting and ensure that all staff members understand their responsibilities towards safeguarding children. Includes topics relating to allegations of abuse against a staff member and how to deal with these, understanding key legislation and guidance which underpins settings policy for children's safety and welfare, roles to play in the multi-agency child protection process including case conferences and providing written reports. Course type and considerations: Face to face course Duration: 2 days to be delivered in evenings/weekends Lot 2 - Emergency Paediatric First Aid & Full Paediatric First Aid, Emergency Paediatric First Aid - The course must include:* Be able to assess an emergency situation and prioritise what action to take. * Help a baby or child who is unresponsive and breathing normally. * Help a baby or child who is unresponsive and not breathing normally. * Help a baby or child who is having a seizure. * Help a baby or child who is choking. * Help a baby or child who is bleeding. * Help a baby or child who is suffering from shock caused by severe blood loss (Hypovolemic shock) Course type and considerations: Face to face course Duration: minimum 6 hours (excluding breaks) to be delivered in evenings/weekends. Full Paediatric First Aid - The course must include:* Be able to assess an emergency situation and prioritise what action to take. * Help a baby or child who is unresponsive and breathing normally. * Help a baby or child who is unresponsive and not breathing normally. * Help a baby or child who is having a seizure. * Help a baby or child who is choking. * Help a baby or child who is bleeding. * Help a baby or child who is suffering from shock caused by severe blood loss (Hypovolemic shock)* Help a baby or child who is suffering from anaphylactic shock. * Help a baby or child who has had an electric shock. * Help a baby or child who has burns or scalds. * Help a baby or child who has a suspected fracture. * Help a baby or child with head, neck or back injuries. * Help a baby or child who is suspected of being poisoned. * Help a baby or child with a foreign body in eyes, ears or nose. * Help a baby or child with an eye injury. * Help a baby or child with a bite or sting. * Help a baby or child who is suffering from the effects of extreme heat or cold. * Help a baby or child having: a diabetic emergency; an asthma attack; an allergic reaction; meningitis; and/or febrile convulsions. * Understand the role and responsibilities of the paediatric first aider (including appropriate contents of a first aid box and the need for recording accidents and incidents). Course type and considerations: Face to face course Duration: minimum 12 hours (excluding breaks) to be delivered in evenings/weekends
