The Foreign, Commonwealth and Development Office, through the British High Commission in New Delhi, is procuring insurance brokerage and insurance provision for country-based staff in India and their dependants. The requirement covers two products: group medical insurance for outpatient and inpatient treatment for staff and dependants, and group accidental insurance for staff only. The successful broker will support the High Commission in selecting and managing the insurance provider, including future annual market assessments. Services will be delivered across India, including access to hospitals and cashless treatment facilities in major network locations. The procurement has reached tender: the buyer invited suppliers to participate through a selective, competitive flexible procedure with three stages. Brokers must submit the Stage 1 expression of interest by 30 October 2026 at 17:00 UTC; clarification questions are due by 30 September 2026 at 17:00 UK time. Stage 1 uses 100% technical assessment, with brokers needing at least 60% and all mandatory requirements to be shortlisted. Up to seven candidates, and at least three, may proceed to Stage 2, where proposals are assessed 60% technical and 40% commercial, with possible best and final offers. The estimated value is £2.2 million excluding VAT (£2.6 million including VAT). The broker contract runs from 1 April 2027 to 31 March 2030, while the initial insurance provider contract runs from 1 April 2027 to 31 March 2028, with award expected by 4 December 2026.

This opportunity suits Indian-registered insurance brokers and insurance agencies holding a valid IRDAI licence. Brokers need to complete the required expression of interest and, if shortlisted, coordinate proposals from up to two Indian insurance providers. Strong candidates will demonstrate experience managing group health insurance for at least three organisations of comparable size and complexity, particularly multinational companies, diplomatic missions or large corporate clients. The requirement calls for broad medical cover, including handling exclusions, waiting periods, sub-limits and co-payments; end-to-end inpatient and outpatient claims management; fraud controls; pre-authorisation, cashless and reimbursement claims; and a substantial Indian hospital network. Suppliers should also provide dedicated account management, escalation routes, service-level commitments, management reporting, data protection, cybersecurity, IRDAI compliance and relevant certifications or audits. Small and medium-sized businesses are expressly considered suitable.
