Summary of the contracting process

The Agriculture and Horticulture Development Board (AHDB) procured agricultural services to run cereal and oilseed variety trials under its Recommended Lists programme. The trials generate independent information about the characteristics and market options of new varieties, helping levy payers and the wider industry choose crops suited to their cropping systems and local markets. The work supports productivity and a reliable grain supply chain, and involves testing varieties to produce data for recommended and described variety lists. The services are delivered across the United Kingdom. The procurement covers one lot and is suitable for voluntary, community and social enterprises. The relevant CPV classification is 77100000, agricultural services.

This procurement has been awarded and is complete. AHDB used a direct award to secure a time-limited extension while it reviewed future trials procurement and delivery arrangements, maintaining continuity of existing trials. Niab received one award, dated 10 June 2026, worth £379,166 excluding VAT (£455,000 including VAT), with a contract running from 24 June 2026 to 1 November 2027. RSK ADAS Limited also received an award under the same lot; its contract value is £41,377.80 excluding VAT (£49,653.36 including VAT), and its contract runs from 10 July 2026 to 1 November 2027. Both awards are for agricultural services, and the procurement was above threshold overall, while the RSK ADAS contract was below threshold.

This requirement demonstrates established demand from AHDB for specialist agricultural research and field-trial delivery supporting cereal and oilseed variety assessment. A credible future competitor would need to run robust crop variety testing trials and produce dependable, independent data that can support recommendations and described variety lists. Relevant capability includes understanding cereal and oilseed production, trial design and delivery, collection and analysis of variety performance information, and the ability to operate across UK locations. Suppliers should also be able to maintain continuity of an existing trials programme during changes to procurement or delivery arrangements. The awarded suppliers show that both a specialist agricultural research organisation and an agricultural consultancy can provide the required service.

Scope of delivery is running cereal and oilseed variety testing trials for the purposes of providing data to facilitate the selection of crop varieties into recommended and described variety lists.

Procurement Information

Under the Recommended List programme, AHDB is undertaking a review of the trials to inform future procurement requirements and delivery arrangements. A time-limited extension of services is required to ensure continuity of the existing trials while this review is completed.
