Summary of the contracting process

UHI Moray procured taxi services to transport students between the institution and surrounding areas in Moray and nearby locations. The requirement covers five geographic service areas: Elgin and Lossiemouth; Forres, Nairn, Hopeman and Burghead; Aberlour and Keith; Cullen, Buckie, Fochabers, Garmouth and Lhanbryde; and Huntly. The work is a passenger transport service rather than vehicle supply or construction. Routes and demand depend on the number of students requiring taxi services. The buyer is UHI Moray, an education body based in Elgin. Services are therefore suited to taxi operators able to provide reliable local and cross-area journeys for students, with coverage across the listed towns and their surrounding areas.

The procurement has been awarded following an open procedure for a framework agreement with up to 15 participants. Contracts were signed on 12 August 2026. The framework is for 720 days, with two possible 12-month extensions subject to satisfactory performance and continuing need; its maximum duration is four years. Awards were made as follows: Forres, Nairn, Hopeman and Burghead to spot on cabs and CRM facilitators elgin ltd, £43,200; Aberlour and Keith to ACE TAXIS and CRM facilitators elgin ltd, £75,100; Elgin and Lossiemouth to CRM facilitators elgin ltd, £13,000; Cullen, Buckie, Fochabers, Garmouth and Lhanbryde to ACE TAXIS and CRM facilitators elgin ltd, £85,000; and Huntly to ACE TAXIS and CRM facilitators elgin ltd, £18,500. Evaluation weighted health and safety, driver requirements, account service, methodology, sustainability and cost at 20%, 20%, 15%, 15%, 10% and 20% respectively.

This award shows recurring demand from UHI Moray for geographically organised student taxi transport, with several local small and medium-sized operators appointed across the service areas. A credible future competitor would need dependable coverage in one or more of the listed towns, sufficient drivers and vehicles to respond to variable student demand, and an account service capable of managing scheduled journeys. The selection requirements included evidence of employer’s liability insurance and public liability insurance, each at £5 million per claim. Bidders also had to provide staff names and qualifications. Strong evidence would be needed on health and safety, driver standards, sustainability, operating methodology, customer account management and cost. Electronic ordering and payment arrangements indicate the value of reliable administrative systems alongside transport capacity.
