Summary of the contracting process

The London Borough of Bromley is procuring independent fostering agency services for children looked after by the council, under a closed framework agreement. The requirement covers health and social work services (CPV 85000000) delivered in Bromley. Six service areas are included: standard fostering placements; therapeutic placements for children with significant emotional, behavioural or mental health needs; parent-and-child placements; placements keeping siblings together; disability and complex health placements; and enhanced respite or short-term placements. Providers will support children and young people according to assessed needs, including specialist care, therapeutic input, medical support, supervision, assessment, training and liaison with health professionals where required.

The procurement has reached tender: Bromley invited offers through an open procedure. Bidders could submit electronically in English. Clarification enquiries were due by 25 September 2026 at 23:59, and final tenders by 2 October 2026 at 23:59. The council planned to decide awards by 15 December 2026, with the framework running from 17 December 2026 to 16 December 2030. The estimated value is £29,000,000 excluding VAT, or £34,800,000 including VAT, for the procurement and for each lot as published. All six lots use the same evaluation basis: 60% price and 40% quality. The framework allows contracts to be awarded directly or through mini-competitions, and includes options for spot purchases where framework capacity is insufficient.

This opportunity suits independent fostering agencies and other providers able to deliver regulated fostering placements for children and young people. Bromley identifies all six lots as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Providers should be able to demonstrate relevant experience and technical ability, with capacity matched to the service area offered. Depending on the lot, this includes mainstream fostering; therapeutic care supported by specialist training and clinical professionals; parent-and-child assessment and supervision; accommodating multiple siblings; specialist disability, developmental, chronic illness or complex health support; or standalone respite provision. Strong applicants will have appropriately trained foster carers, suitable support arrangements and the ability to work with health and other agencies.

Lot Information

Standard

A placement for a child or young person whose needs can be met through mainstream fostering support. The child may have experienced trauma, neglect, abuse, or family breakdown, but does not require specialist therapeutic interventions or enhanced levels of care beyond those ordinarily provided within a fostering placement.

Options: The Council has reserved the right to carry out spot purchases for extra capacity which can not be provided by Framework suppliers.

Therapeutic

A placement for a child or young person with significant emotional, behavioural, or mental health needs that require a therapeutic approach to care. Foster carers will typically receive specialist training, regular therapeutic support, and access to clinical professionals to help meet the child's identified needs and promote stability and recovery.

Parent and Child

A placement that accommodates a parent and their child together, where assessment, support, and monitoring are required to evaluate and develop the parent's ability to safely care for their child. Foster carers provide guidance, supervision, and practical support while contributing to formal assessments where required.

Siblings (including any discounts)

A placement that accommodates two or more siblings together to maintain family relationships and support continuity of care. Foster carers are expected to meet the needs of multiple children within the same household and support positive sibling relationships whilst addressing individual needs.

Disability / Complex Health

A placement for a child or young person with a physical disability, learning disability, developmental condition, chronic illness, or complex health need requiring specialist care, supervision, equipment, medical support, or additional training. Foster carers are expected to work closely with health professionals and other agencies to meet the child's assessed needs.

Options: The Council has reserved the right to carry out spot purchases for extra capacity which can not be provided by Framework suppliers.

Enhanced Respite/ Short Term

Placements within this Lot are for children and young people who require a standalone respite service, commissioned to meet an identified assessed need that cannot reasonably be met through the routine respite arrangements expected within a standard fostering placement.
