Provision of an Independent Fostering Agency Framework in Bromley
Notice Description
The London Borough of Bromley is inviting tenders from potential providers with the relevant experience and technical ability to join a closed Framework to deliver Independent Fostering Agency (IFA) Services for Children Looked After (CLA), as more specifically described in the Specification document and other associated tender documents. The Tender will be run on the London Tenders Portal also known as Proactis
Lot Information
Standard
A placement for a child or young person whose needs can be met through mainstream fostering support. The child may have experienced trauma, neglect, abuse, or family breakdown, but does not require specialist therapeutic interventions or enhanced levels of care beyond those ordinarily provided within a fostering placement.
Options: The Council has reserved the right to carry out spot purchases for extra capacity which can not be provided by Framework suppliers.
TherapeuticA placement for a child or young person with significant emotional, behavioural, or mental health needs that require a therapeutic approach to care. Foster carers will typically receive specialist training, regular therapeutic support, and access to clinical professionals to help meet the child's identified needs and promote stability and recovery.
Options: The Council has reserved the right to carry out spot purchases for extra capacity which can not be provided by Framework suppliers.
Parent and ChildA placement that accommodates a parent and their child together, where assessment, support, and monitoring are required to evaluate and develop the parent's ability to safely care for their child. Foster carers provide guidance, supervision, and practical support while contributing to formal assessments where required.

Siblings (including any discounts)A placement that accommodates two or more siblings together to maintain family relationships and support continuity of care. Foster carers are expected to meet the needs of multiple children within the same household and support positive sibling relationships whilst addressing individual needs.

Disability / Complex HealthA placement for a child or young person with a physical disability, learning disability, developmental condition, chronic illness, or complex health need requiring specialist care, supervision, equipment, medical support, or additional training. Foster carers are expected to work closely with health professionals and other agencies to meet the child's assessed needs.

Enhanced Respite/ Short TermPlacements within this Lot are for children and young people who require a standalone respite service, commissioned to meet an identified assessed need that cannot reasonably be met through the routine respite arrangements expected within a standard fostering placement.

The purpose of this engagement is to provide an update on how earlier feedback has informed the procurement, outline the final approach, confirm timelines, and ensure providers are fully informed ahead of the tender launch.
