Durham County Council is seeking a single digital road management platform for its Highway Network Management Team. The software will provide an electronic administration system for managing and overseeing the county’s road network, supporting office- and field-based work by highway officers, traffic engineers, inspectors and support staff. It must link with the Department for Transport’s Street Manager system and support coordination of street works, network monitoring, permit management and traffic management interventions. The council coordinates more than 40,000 street works activities each year. The platform is for management, coordination and oversight; it is not intended to assess, decide, approve or refuse permit applications, or to replace the council’s inspection functions. Delivery is in County Durham.

The council invited offers through an open procedure. This is a tender-stage competition, with one lot. Questions and clarification requests were due by 26 October 2026, and tenders by 30 October 2026 at 10:00 UTC; an award decision was scheduled by 24 November 2026. The initial contract runs from 1 July 2027 to 30 June 2029, with two optional 24-month extensions, subject to performance and a review of requirements; the maximum period ends 30 June 2033. The estimated value is £600,000 excluding VAT (£720,000 including VAT). Evaluation is weighted 80% on price, 10% on the implementation plan and 10% on a system demonstration.

Notice Description

The Highway Network Management Team at Durham County Council (DCC) is responsible for overseeing and managing the county's road network, supporting both operational delivery and strategic network planning. The service delivers a range of activities including coordination of 40,000+ street works activities per year, network monitoring, permit management, and traffic management interventions. The Council is seeking to procure a single, modern Digital Road Management Platform to improve efficiency, data visibility, and service delivery. The proposed system will need to support both office-based and field-based operations. The system will be primarily used by highway network management officers, traffic engineers, inspectors, and support staff across the service. The digital road management platform will provide an electronic administration platform for the effective management for the highway network management team and the platform must link into the Department for Transports Street Manager system. For the avoidance of doubt, the Digital Road Management Platform will support the Council's management, coordination and oversight of activities on the highway network. The platform is not required to assess, determine, approve or refuse permit applications, nor is it required to undertake or replace the Council's inspection functions. These activities will remain the responsibility of the Council and its authorised officers.
