Community-based open access engagement and mental health risk support service for young people aged 13 to 25 in Cambridgeshire. This is a specialised, relationship-based delivery model to support young people flexibly without the requirement to meet stringent eligibility criteria. The Authority intends to award a contract to an existing provider following the Provider Selection Regime (PSR) direct award process C. The approximate lifetime value of the contract is PS181,017 The service will start on 1 July 2026 and end on 31 March 2028.

Award decision makers: Director of Public Health; Children's Commissioning Manager; Senior Procurement Manager There were no conflicts of interest identified. Direct award process C has been chosen as there is an existing contract in place and the provider's performance has been consistently satisfactory. The proposed new contract does not differ materially from the current arrangement. Relative importance of key criteria: Quality and innovation - 30% Value - 30% Integration, collaboration and service sustainability - 15% Improving access, reducing health inequalities and facilitating choice - 15% Social value - 10% Quality and innovation and value are the most important considerations. Centre 33 are nationally evaluated on working with this cohort of young people, with the evaluation finding that the young people who engaged benefitted from greater and significant improvements to their mental health. The funding provided by the Authority contributes to the provider being able to leverage significant additional funding through local and external grants, leading to value for money. The other key criteria have also been considered. The provider has a wide range of local partnerships and works collaboratively with health, education, social care, voluntary sector and local government partners. The open access nature of the service offers a comprehensive pathway of support for young people, improving access and offering choice. Centre 33 have signed the Authority's climate charter and are committed to working with commissioners on metrics and timescales.",
