Summary of the contracting process

The Environment Agency, a public authority within the sub-central government located in London, is in the planning stage of a procurement titled "Visual Asset Inspection Accreditation." This tender falls under the industry category of education and training services, with a focus on ensuring that asset inspectors are adequately accredited to perform their duties. The procurement process involves a preliminary market engagement notice, which outlines the required assessments for inspectors to achieve the T98 visual asset accreditation. Key dates include a scheduled milestone for interested suppliers by 26 June 2026, with the main contract period expected from 22 October 2026 to 21 October 2029, potentially extending to 2031. The contract holds a gross value of £600,000 and provides opportunities within the UK market.

This tender presents significant opportunities for businesses involved in education and training services, particularly those with expertise in certification and accreditation processes. Small and medium-sized enterprises (SMEs), as well as voluntary, community, and social enterprises (VCSEs), are particularly well-suited to engage with this procurement due to its suitable contract structure. With the potential for a framework agreement, businesses capable of providing consistent and rigorous training assessments for the Environment Agency's asset inspectors will find growth opportunities, particularly given the recurring nature of reaccreditation every five years. This project is ideal for organisations that can deliver comprehensive evaluation services and partake in a competitive procurement framework.

Notice Title

Visual Asset Inspection Accreditation

Notice Description

The overall aim of this Procurement/project is to ensure Asset Inspectors (AI's) working for, or on behalf of the EA, can competently, consistently and safely undertake visual inspections of EA assets. To demonstrate their ability to inspect assets, AIs must pass the T98 visual asset accreditation course. It is the Contractor's role to assess if an AI has achieved the required level of knowledge and competency to pass and therefore become an accredited AI. Accreditation lasts up to 5 years when a refresher occurs in the form of a reaccreditation.
