Summary of the contracting process

NHS England North West / Greater Manchester, operating out of Manchester, UK, has awarded a contract for the HPV Primary Cervical Screening Laboratory Service in the North West region. This falls under the health services industry category, as part of the direct award procedure, specifically Direct Award Process C within the Health Care Services (Provider Selection Regime) Regulations 2023. The procurement method was limited, without prior publication of a call for competition. The contract was formally awarded on 30 June 2026, following a standstill period, with a starting date of 1 July 2026 and running until 31 March 2029. An initial contract term is agreed for 21 months with the option of a further year extension, bringing the total value to £29,975,000.

This contract presents significant opportunities for businesses within the medical and health services industry, particularly those specialising in laboratory services, as it supports a vital component of the cervical screening programme. Given the nature of procurement, large organisations, especially those with a history of delivering health services, may find themselves best positioned to meet the qualification criteria. The successful supplier, Manchester University NHS Foundation Trust, highlights that established organisations already delivering high-quality services and demonstrating social value can effectively leverage these opportunities to expand their service offerings within the NHS framework.
