Summary of the contracting process

Education Authority NI is procuring an integrated consultant team, led by a project manager, for a new-build 500-pupil special school in South Belfast. The services cover the project from RIBA Stages 0 to 7 on a traditional design basis, with options to be investigated for traditional and modern methods of construction for on-site delivery. The team will provide full professional design and project management services, including work relating to the proposed site, site and landscape works, hard and soft play areas, and provision for future reconfiguration, extension or expansion. The requirement covers architectural design, construction project management, quantity surveying, mechanical and electrical engineering design, structural engineering consultancy, and related architectural, construction, engineering and inspection services.

The process has reached tender: the buyer invited offers through a selective competitive flexible procedure. It is a two-stage process, with conditions of participation assessed first and quality, social value and price assessed at the second stage. Expressions of interest are due by 25 August 2026 at 3pm, and enquiries close on 20 August 2026 at 3pm. The contract is scheduled to run from 7 June 2027 to 7 June 2037, with award planned by 10 May 2027. The estimated value is £4,000,000 excluding VAT, or £4,800,000 including VAT. Evaluation is weighted 50% quality, 10% social value and 40% price. Electronic submission is allowed, and an electronic auction is included.

This opportunity suits an integrated, multidisciplinary consultancy able to coordinate a project manager with architectural, quantity surveying, structural engineering, and mechanical and electrical design expertise. Suppliers should be able to deliver professional design and management services across the full RIBA 0-7 lifecycle, develop a traditional design, and investigate modern methods of construction for delivery. Relevant capability includes planning and coordinating a new special-school project, designing and managing site and landscape works, incorporating hard and soft play areas, and allowing for future reconfiguration, extension or expansion. The procurement is identified as suitable for small and medium-sized enterprises, but the successful team will need sufficient capacity and experience to manage the full range of integrated services and the project’s evolving brief.
