Summary of the contracting process

Wales & West Utilities Limited, based in Newport, has completed a direct procurement process to award a contract to Microsoft Corporation for Microsoft Support services. This contract, valued at £646,548, involves the provision of advanced IT services and support for cloud and workplace services, critical to the organisation's operations. The procurement process was executed under the direct award method due to technical reasons and limited competition, in alignment with the Procurement Act 2023. The procurement status is marked as complete, with the contract set to start on 30th June 2026 and end on 29th June 2029. Located in the UK, this procurement falls under the services category for IT services: consulting, software development, Internet and support, with key operations relying heavily on the existing technical infrastructure provided by Microsoft. Notably, the standstill period for any challenge to the award decision ended on 28th June 2026.

This tender provides significant growth opportunities within the technology and IT services sector, specifically for businesses involved in cloud and workplace service solutions, as it emphasises the critical need for expertise in managing advanced IT service environments. Companies with strong capabilities in Microsoft technology stacks, particularly those able to provide unique and enhanced support services, are best positioned to compete in similar procurement opportunities. Furthermore, businesses focusing on innovation in cloud services and IT support systems can leverage their expertise to align with the high standards required by critical national infrastructure organisations like Wales & West Utilities.

Notice Title

Microsoft Support

Notice Description

Wales & West Utilities Limited have utilised its parent company's group agreement with Microsoft migrated various business application workloads to the cloud. Additionally, through the agreement there has been investment in Workplace Services technology in the form of Microsoft 365 and other components. As an CNI organisation, these platforms and application require higher levels of support than what is provided by standard support.

Procurement Information

This contract is proposed for direct award to Microsoft under the grounds of absence of competition for technical reasons, in accordance with the Procurement Act 2023. Wales & West Utilities currently utilises its parent company's Group Enterprise Agreement with Microsoft for the provision of critical cloud and workplace services, including IaaS, PaaS via Microsoft Azure, and Modern Workplace services through Microsoft 365. The organisation requires enhanced support for these services to ensure service levels exceed the standard offering, particularly for production systems hosted within the cloud environment. Microsoft Unified Support provides this enhanced capability and is intrinsically linked to Microsoft's proprietary technology stack and existing enterprise agreement structure. Due to the technical integration, dependency on Microsoft's platform, and the necessity for vendor-specific expertise to maintain and support these services at the required level, no alternative supplier is capable of delivering an equivalent service. On this basis, Microsoft is considered the only supplier capable of delivering the required services, and a direct award is therefore justified.
