Notice Description

Flintshire County Council ("the Authority") is seeking to engage with the market in advance of a potential procurement exercise for the provision of a kerbside clinical waste collection service, which would require the successful provider to take delivery of, or collect clinical waste from, a designated Authority site. The proposed service may include the collection from designated storage area, transportation, treatment, and lawful disposal of clinical and offensive waste generated from residential properties within the Authority's area. The Authority wishes to understand supplier capabilities, market capacity, innovation opportunities, environmental considerations, and potential delivery models to help inform the future procurement strategy and service specification. Suppliers are invited to participate in pre-market engagement discussions and provide feedback regarding operational requirements, collection logistics including frequencies, methods and documentation, container solutions, digital tracking systems, carbon reduction initiatives and social value opportunities.

Pre-market engagement (PME) will be undertaken using a blended approach designed to maximise supplier input and market intelligence. The purpose of the engagement questionnaire will be to test market appetite and capacity, and to understand how the supply base could respond to the anticipated requirements. Suppliers are also invited to outline innovative treatment solutions, including new or emerging approaches that could improve outcomes, efficiency, or service user experience. Pricing mechanisms will be discussed to assess market views on appropriate models, such as fixed pricing, activity-based payments, or blended structures, and to understand how different approaches might impact risk transfer, value for money, and deliverability. Overall, the engagement will provide valuable insight into market capability, preferred commercial structures, and potential innovation opportunities, helping to inform the development of a procurement strategy that is both realistic and aligned with current market conditions. In the first instance suppliers are asked to express their interest in participating in the Pre-Market Engagement activities and indicate which areas of waste stream contracts they would be able to fulfil as well as their capacity, by e-mailing procurement@flintshire.gov.uk by no later than 10/07/26
