Summary of the contracting process

Cardiff and Vale University Health Board procured a fully inclusive lease of waste-compaction equipment for its University Hospital of Wales and University Hospital Llandough sites in Cardiff. The award was made on 24 September 2026, with the contract running from 1 November 2026 to 31 October 2029 and provision for annual extensions at the Health Board’s discretion, up to 31 October 2031. The awarded contract value is £181,500 excluding VAT (£217,800 including VAT). There was one lot, open to SMEs, and the open procedure was used. Evaluation weighted commercial price at 60% and technical quality at 40%. Four bids were received, with three reaching the final stage; two final-stage bids came from SMEs. Bids could be submitted in English or Welsh.

This award shows demand from a large health-board estate for a combined equipment-hire and lifecycle-maintenance service, not simply the supply of compactors. A credible competitor would need to provide suitable static and portable units and reliably cover planned servicing, statutory inspections, fault repairs and emergency call-outs across hospital sites. The requirement also includes training for the staff using the equipment, so suppliers need the capacity to deliver practical support alongside engineering and maintenance. The successful supplier was an SME, and the lot was identified as suitable for SMEs; smaller firms with the operational coverage and service capability may therefore be relevant competitors. Technical quality mattered alongside price, with quality carrying a substantial share of the evaluation. Familiarity with healthcare-site waste operations would support a strong technical case.
