Summary of the contracting process

The Ministry of Defence procured short-term technical support services for Non-Standard Service Requests (NSSR) and management of the SCIDA Role. The requirement covers delivery and management of existing NSSRs within a complex defence and security technical environment. The work involves MOD systems and infrastructure, including MODNet S deployments, crypto-enabled infrastructure, VLAN configurations and interfaces with Managed Service Providers. The procurement is complete and was awarded by direct award to Day 1 People. The award date was 29 June 2026; the contract was signed on 9 July 2026 and runs from 10 July 2026 to 9 January 2027. The awarded value is £1,100,100 excluding VAT, or £1,320,120 including VAT. There was one lot, marked suitable for SMEs. The direct award was justified on the basis that Day 1 People was the only supplier able to maintain the requirement without disruption during the move towards a future competitive solution. The rationale cited its existing workforce integration, embedded NSSR knowledge, stakeholder and Managed Service Provider relationships, and the disproportionate technical difficulty and operational risk of changing supplier at short notice.

This award identifies a concentrated market requirement for suppliers able to support live, highly integrated defence IT services without disrupting operations. A credible future competitor would need strong technical understanding of MODNet S deployments, cryptographic infrastructure, VLAN configurations, network architecture and security requirements, together with experience of interfaces between multiple Managed Service Providers. It would also need the capacity to manage Non-Standard Service Requests and the SCIDA Role, maintain service continuity, and work effectively with MOD stakeholders and incumbent suppliers. The award rationale shows that embedded workforce integration, detailed knowledge of individual NSSRs, established relationships and the ability to avoid extensive rework, testing and assurance were decisive advantages.

This procurement is for a short-term bridging contract for the delivery and management of Non-Standard Service Requests and the SCIDA Role.

Procurement Information

This is the only supplier currently able to deliver this requirement without disruption whilst we run a competitive procurement for the future solution. This is due to its existing workforce integration with MOD systems and its embedded knowledge of each NSSR, alongside established relationships with relevant stakeholders and Managed Service Providers. The services are deeply integrated within a complex technical environment, including MODNet S deployments, crypto-enabled infrastructure, VLAN configurations, and interfaces with Managed Service Providers. Due of this reason, a change in supplier for such a short term would result in services that are operationally and technically incompatible with the existing environment and would require significant technical rework and testing/assurance before it could be relied upon for operational use.2 3Introducing a new supplier at this stage would create disproportionate technical difficulties in operation and maintenance. A new provider would need to build technical understanding of the network architecture, security requirements, and integrations, as well as re-establish working arrangements with MSPs and stakeholders which is not possible in the timeframe. Given the level of technical complexity and interdependency across systems and suppliers, a change in supplier at this time would create a clear risk to the current service across the existing live NSSRs, and therefore amount to disproportionate technical difficulty in line with PA Schedule 5, paragraph 7. The contract was also originally won via competition in 2023.
