Summary of the contracting process

Wales & West Utilities Limited is procuring cleaning services for 23 sites across Wales and the South West of England. The requirement covers routine cleaning across sites with differing service levels, ranging from one hour at Grangetown to 80 hours at Celtic Springs. The estate is divided into four regional lots: North and Mid Wales, South Wales, the West Country and the South West Peninsula. This is a cleaning services contract under the utilities regime, with the work delivered across Wales and the South West. Suppliers should be able to provide a coordinated service across multiple locations and manage varying cleaning-hour requirements. The procurement is suitable for businesses specialising in commercial or estate-wide cleaning services.

The procurement has reached tender: Wales & West Utilities invited offers through an open competitive flexible procedure, with electronic submission via its eTender portal. The tender submission deadline was 22 September 2026 at 12:00 BST. The estimated value is £3,000,000 excluding VAT, or £3,600,000 including VAT. The contract is scheduled to run from 22 February 2027 to 21 February 2030, with options to extend by four further one-year periods at the utility’s discretion. Award is expected by 15 February 2027. The process has multiple stages covering participation conditions, pre-qualification, tender evaluation, presentations, preferred bidder discussions and possible negotiation. Evaluation is weighted 50% technical quality, 40% commercial factors and 10% contracting terms. The service is split into four regional lots.

This opportunity suits cleaning contractors with the operational capacity to deliver consistent services across a dispersed, multi-site estate. Relevant capability includes diagnosing site requirements, mobilising and onboarding services, managing staff and contracts, handling waste, improving service performance and customer experience, and proposing innovation, social value and added-value services. Bidders must be prepared to price cleaner labour, including National Insurance, annual leave and pensions, as well as management, training, software, contract administration, equipment and consumables. The awarded supplier is responsible for owning and maintaining cleaning equipment. Suppliers with robust workforce planning, regional management and the ability to support different site sizes and cleaning-hour requirements will be well placed. Lot 1 is identified as suitable for small and medium-sized enterprises.
