Summary of the contracting process

Canterbury City Council procured works to refurbish the Hersden Playzone multi-use games area (MUGA) and carry out minor groundworks in Hersden, Canterbury. The scope covers playground and park equipment and landscaping work for playgrounds, including the associated refurbishment works. Canterbury City Council is the buyer and public authority responsible for the requirement. The work is categorised as construction works rather than a supply-only contract, so relevant businesses are those able to deliver physical improvements to a play or recreation facility, install or work with playground equipment, and undertake associated groundworks and landscaping. The requirement is focused on one playzone project and its supporting site works.

The procurement is complete and the contract was awarded to Play innovation Ltd on 28 July 2026. It was a below-threshold open competition with one lot. Five bids were received, with four reaching the final stage. Evaluation weighted quality at 60% and price at 40%. The estimated tender value was £140,000 excluding VAT (£168,000 including VAT). The award value was £173,589.80 excluding VAT (£208,307.76 including VAT). The awarded contract period runs from 24 August 2026 to 31 March 2027. A contract signature milestone was scheduled for 17 August 2026. The tender and enquiry deadline was 12:00 on 17 July 2026, with electronic submission allowed through the Kent Business Portal.

This award demonstrates Canterbury City Council’s demand for combined play-area refurbishment, playground equipment and minor groundworks rather than a narrowly defined single trade package. A credible future competitor would need to coordinate equipment-related work with site preparation, landscaping and the practical delivery of improvements at an operational recreation site. The evaluation gives quality greater importance than price, so evidence of sound methods, project management, workmanship, safety and reliable delivery would be important alongside competitive costs. The opportunity was marked as suitable for SMEs, and the final-stage field included four SME bids, indicating that a capable small or medium-sized contractor can compete. Relevant experience with playzones, MUGAs, playgrounds and public-sector works would strengthen a supplier’s position.
