Summary of the contracting process

Manchester City Council intends to commission specialist housing-related support for people experiencing homelessness who have multiple and complex needs. The service will address barriers to mainstream housing and support, including impaired executive functioning, alcohol-related brain damage and other acquired brain injuries, neuro-divergence, mental ill health, substance misuse and complex trauma. Some service users will have eligible Care Act needs. Support will be jointly designed with homelessness and mental health services, with specialist input from health and treatment services. Delivery is expected in accommodation-based schemes supporting approximately 10 to 16 people per scheme. The contract is for support delivery, and successful provider or providers must have access to suitable accommodation. This is a social work service with accommodation, to be delivered in Manchester.

This is a planned procurement at the pre-tender stage; the Council has stated its intention to procure and has not yet issued an invitation to tender. It expects to use an accelerated open procedure under the light-touch regime. The planned contract period is 4 January 2027 to 3 January 2029, with two optional one-year extensions potentially taking it to 3 January 2031. The estimated value is £6.8 million excluding VAT, or £8.16 million including VAT. The procurement has one lot and is above threshold. The Council expects enquiries to close at 11am on 6 October 2026, submissions at 11am on 13 October 2026 and award by 27 November 2026. A market engagement webinar is planned for 3 September 2026, from 11am to 12.30pm, with a further notice expected on 22 September 2026.

The work is suited to small and medium-sized enterprises and voluntary, community or social enterprises with experience of specialist supported accommodation and homelessness services. Strong candidates are likely to understand complex needs involving mental ill health, substance misuse, acquired brain injury, neuro-divergence, trauma and impaired executive functioning, and be able to provide person-centred support to people facing substantial barriers to housing. Relevant capability will include working across housing, social care, homelessness, mental health, health and treatment services, including support for people with eligible Care Act needs. Providers should be able to contribute to joint service design and operate accommodation-based schemes for groups of around 10 to 16 people. Access to suitable accommodation is a central requirement, so organisations with existing premises, housing partnerships or a credible accommodation model are best placed to prepare.

Some people who use the service will have eligible Care Act needs. The service will be jointly designed with homelessness and mental health services, with specialist support from health and treatment services built into the service model. We expect the service to provide support in an accommodation-based setting for approximately 10-16 people in each scheme. The contract will commission the support delivery within the service, and the successful provider(s) must have access to suitable accommodation from which they will be able to deliver the support service.
