Summary of the contracting process

The London Borough of Lambeth is commissioning supported employment services for local residents through the targeted Individual Placement and Support “Place and Train” model. Providers will help people move rapidly into work and then give the individual and employer ongoing support for 12 months to sustain employment. The service is divided into four areas: support for people with learning disabilities or autism; support for people with physical long-term health conditions; support for people with severe mental health conditions; and in-work support for residents at risk of losing their jobs. This is a public service and community support requirement, including welfare services for disabled people and social services. Delivery is for Lambeth residents and local employers in the London Borough of Lambeth.

The process has reached tender: Lambeth invited offers through an open procedure. Enquiries close at 23:00 on 11 September 2026 and offers are due by 12:00 on 25 September 2026. The contract is planned to run from 1 January 2027 to 31 December 2028, with a one-off two-year extension available, allowing a maximum period to 31 December 2030. The estimated value is £1,111,250 excluding VAT, or £1,333,500 including VAT. The four lots are evaluated on price at 20% and quality at 80%. Quality covers the service model and approach, supported-employment experience, partnership working, equality and inclusion, monitoring and improvement, and staffing, training and supervision. The award decision is due by 19 November 2026.

This opportunity suits supported-employment providers with a strong Individual Placement and Support capability and experience helping people into sustained work. Relevant organisations may include specialist disability, mental-health, health and social-care charities, voluntary and community organisations, social enterprises, and established employment-support businesses. The requirement favours providers able to tailor services for people with learning disabilities or autism, physical long-term health conditions, and severe mental health conditions, as well as employers and residents facing job loss. Bidders should be able to deliver rapid job matching, provide 12 months of post-placement support, and work effectively with employers and local services. The evaluation gives greater weight to delivery quality and relevant track record than to price, so practical evidence of outcomes, partnership working, inclusive practice, monitoring and well-supervised staff will be important. SMEs and VCSEs are identified as suitable participants.
