Summary of the contracting process

Wolverhampton City Council is procuring housing valuation services for its property portfolio. It intends to appoint one or more suitably qualified and experienced RICS Registered Valuers to provide impartial, timely and compliant valuations and negotiation advice. The work covers Right to Buy valuations, commercial lease negotiations and Heads of Terms, property purchases, land disposals, Affordable Rent reviews and support for Compulsory Purchase Order processes. Suppliers must work to the RICS Valuation – Global Standards (Red Book), its UK jurisdictional supplements, relevant Government guidance and the Council’s public law duties. The procurement is divided between property and land valuation services and specialist valuation services. Delivery is in the West Midlands for the Council’s housing and land-related requirements.

The procurement has reached tender: the Council invited offers through an open procedure. Enquiries had to be submitted by 28 September 2026 at 17:00, and tenders by 12 October 2026 at 12:00. The intended award decision date is 3 December 2026. Both lots are planned to run from 21 December 2026 to 20 December 2030, with one possible 12-month extension to 20 December 2031. Lot 1 is estimated at £250,000 excluding VAT (£300,000 including VAT); Lot 2 at £1,250,000 excluding VAT (£1,500,000 including VAT). The overall estimate is £1,500,000 excluding VAT (£1,800,000 including VAT). Each lot is evaluated on price at 40% and quality at 60%.

Lot 1 is suited to SMEs and local businesses with strong knowledge of the local property market. It requires a local valuer able to deliver property and land valuations, valuation advice and boundary surveying services. Across the procurement, suppliers need RICS Registered Valuers with the capability and experience to provide impartial, timely and compliant advice across residential, commercial, land and compulsory purchase work. They should understand Right to Buy, lease negotiations, Heads of Terms, property purchases, disposals and Affordable Rent reviews, and be able to apply the Red Book and UK supplements consistently. Lot 2 is aimed at larger organisations with specialist valuation capability, although a local supplier could participate. Firms must also understand public-sector valuation duties, including best consideration requirements and relevant Government guidance.

Lot 1- Property and Land Valuation Services

This Lot can support SMEs and local businesses, as we would be looking for a local valuer with strong local knowledge of the property market, to deliver valuations, advice on valuations as well as boundary surveying services.

Lot 2- Specialist Valuation Servcies

This local while could be a local supplier, it is unlikely to be a SME firm, given the specialist nature of the work and that this firm held to be larger organisations

Planning Information

The purpose of this Preliminary Market Engagement (PME) is to gather input from potential suppliers to understand the types of solutions, service delivery models, and capabilities available in the market to support City Housing Valuation Services, including the range of functionality, capacity, and innovation that suppliers can offer. The PME will provide an opportunity for Wolverhampton City Council (WCC) to obtain an insight into how potential suppliers might approach the delivery of this service and gain an understanding into the likely level of interest from the market. Potential suppliers will not be prejudiced by any response or failure to respond to the PME and potential suppliers that participate will not be put at an unfair advantage. Potential suppliers must also note that a response to this notice does not guarantee an invitation to participate in any future procurement that WCC may conduct. Any procurement exercise will be carried out strictly in accordance with the Procurement Act 2023
