Summary of the contracting process

Newry, Mourne and Down District Council commissioned internal and external upgrade works at Mayobridge GAA Clubhouse and its community walking trail. The works cover civil engineering, construction and refurbishment, including repairs to walls and ceilings; supply and installation of doors and sanitary ware; painting and decorating; external trail and bollard lighting; and a DDA-compliant external ramp. This is a public-sector building and community-facilities project in Mayobridge, Northern Ireland. The requirement combines building construction and refurbishment work (CPV 45200000, 45210000 and 45453100). It would suit a contractor able to manage coordinated internal building improvements alongside external access, lighting and trail works, rather than a supplier focused solely on one specialist trade.

The procurement is complete and was run as a below-threshold open competition. It comprised one lot, with award evaluation based entirely on price. The tender deadline was 31 July 2026 at 12:00, and the enquiry deadline was 24 July 2026 at 12:00. Murray & McEvoy Ltd was awarded the contract on 17 August 2026 for £52,500 net (£63,000 gross). The contract was signed on 17 August 2026 and runs from 20 August to 17 September 2026. Its contract value is £54,965 net (£65,958 gross). The lot was identified as suitable for SMEs and voluntary, community and social enterprises, and electronic submission was allowed.

This award demonstrates demand from Newry, Mourne and Down District Council for small-scale community-facility refurbishment delivered through an open, price-led competition. A credible future supplier would need broad construction capability, including building repairs, ceilings, doors, sanitary installations, painting and decorating, together with experience of external lighting, bollards, access ramps and associated civil engineering. The requirement also favours a contractor able to coordinate works inside an occupied or community-facing facility and on an outdoor walking trail, while meeting accessibility needs through a DDA-compliant ramp. SMEs and voluntary, community and social enterprises were considered suitable for the opportunity, so smaller capable contractors or collaborative teams with the necessary delivery capacity could be well placed when comparable work returns.
