Summary of the contracting process

The recent procurement process by East West Rail Company Limited, a central government public authority, focused on the provision of Bentley ProjectWise and ALIM Licences. These licenses are crucial for software assurance, vendor support, maintenance, and operational continuity within the IT services industry category. The process utilised a direct award procurement method, justified by the existing integration of these systems with information management processes and stakeholder systems. The contract was awarded to Bentley Systems (UK) Ltd., covering the period from 1st July 2026 to 30th June 2027, with a gross value of £833,139.73. This procurement involves a strategically important location in Milton Keynes, underscoring the criticality of these systems to the region’s infrastructure development.

This tender creates substantial opportunities for IT service businesses that specialise in consulting, software development, and support, particularly those adept in managing complex software systems like Bentley's suite. As the awarded supplier, Bentley Systems (UK) Ltd., a large-scale enterprise, remains instrumental in ensuring seamless continuity and interoperability of East West Rail's information and asset management systems. Businesses with expertise in software maintenance and vendor support for government and infrastructure projects, especially those familiar with the technicalities required for direct awards, are well-suited to leverage similar future opportunities and establish long-term relationships with public sector organisations.

Notice Title

Provision of Bentley ProjectWise and ALIM Licences

Notice Description

Provision of Bentley ProjectWise and ALIM Licences software assurance, vendor support, maintenance, and operational continuity for the Bentley product suite.

Procurement Information

The Contracting Authority intends to award a contract directly for the continued provision of ProjectWise and ALIM licences. ProjectWise and ALIM are established systems that support the management, storage, governance and exchange of project and asset information across the programme. These platforms are integrated with existing information management processes, data structures, workflows and stakeholder systems, including those used by key delivery partners. The Contracting Authority considers that the conditions in Schedule 5, Paragraph 6 of the Procurement Act 2023 are met. A change of supplier would result in services that are different from, and potentially incompatible with, the existing technical and operational environment. Transition to an alternative supplier would give rise to disproportionate technical difficulties relating to the management and migration of project and asset data, maintenance of system integrations, preservation of data integrity, continuity of information management processes, and ongoing operation and maintenance of the platforms. The continued provision of these licences by the incumbent supplier is therefore necessary to maintain interoperability, ensure continuity of service, avoid disproportionate technical and operational disruption, and support the effective delivery of the programme. The term proposed will be for a duration of 12 months, this award will allow EWR time to explore, a longer-term solution such as a further direct award for a longer term once requirements are fully understood, a further extension to this contract, or a competitive process.
