Summary of the contracting process

The Natural History Museum is procuring cold water services design consultancy for its site at South Kensington, London. The appointed consultant will survey, assess and review the existing cold water services systems and design their upgrade. The scope also includes acting as the Museum’s technical adviser during refurbishment works and the installation phase. This is a specialist building services, plumbing and water-supply consultancy requirement, with associated engineering consultancy. The work is classed as services and covers activity in the United Kingdom. The buying organisation is the Natural History Museum, a public authority. The requirement is suitable for small and medium-sized enterprises, and concerns one integrated scope rather than separate service packages.

The procurement is complete and an award has been made, subject to a standstill period. It used an open procedure, with electronic submission allowed in English. Frankham Consultancy Group Ltd was selected for the single lot, with an award value of £170,000 excluding VAT (£205,000 including VAT). The award date is 21 August 2026. The awarded contract is due to run from 8 September 2026 to 31 March 2027, with an extension option of up to two years, potentially lasting to 30 March 2029. The original tender closed on 31 July 2026 and the enquiry period ended on 17 July 2026. Ten bids were received, with eight reaching the final stage, including five from SMEs. Evaluation weighted relevant experience, design proposal, performance management, project completion, staff and sustainability at 50%, price at 40% and social value at 10%.

This award indicates demand from the Natural History Museum for consultants able to combine building-services and plumbing expertise with practical delivery advice. A credible future competitor would need to survey and assess existing cold water infrastructure, develop a technically sound upgrade design and support the client through refurbishment and installation. Evidence should cover relevant cold water or water-supply projects, design quality, project completion and performance management, backed by suitably experienced staff. Sustainability and the ability to address barriers to entry are material considerations, alongside competitive pricing. The requirement attracted substantial competition and included several SME final-stage bidders, suggesting that a focused specialist consultancy can compete without the scale of a major multidisciplinary contractor. Confidential project information may require appropriate non-disclosure arrangements.
