Summary of the contracting process

Milton Keynes City Council intends to procure a single provider for planned and reactive mechanical and electrical services across its more complex operational sites. The work covers repair, maintenance and installation of building mechanical and electrical systems, together with related mechanical engineering services. The initial estate comprises four sites: the Civic Offices in Milton Keynes, with approximately 11,000 square metres of gross internal area and a full-time residential engineer, and three health centres of approximately 2,000 square metres each. A further site of approximately 3,000 square metres, providing social care through a day centre and respite residential care, is expected to be added during the contract. Delivery is across Milton Keynes.

This is a planned procurement and market-engagement exercise, not an invitation to tender. The Council expects a single-provider contract under one lot, with an estimated value of £1,715,000 and a gross value of £2,058,000. The planned contract period is from 1 July 2027 to 30 June 2030, with renewal or extension arrangements allowing it to run until 30 June 2032, described as a three-plus-two-year term. The Council expects to publish the next notice by 14 September 2026. It plans a Microsoft Teams market-engagement event on 11 August 2026, from 9.30am to 10.30am. Businesses wishing to attend are expected to send their company and attendee details by 6 August 2026 through the Council’s InTend correspondence system.

The requirement is likely to suit facilities-management providers and mechanical and electrical engineering contractors able to deliver both planned maintenance and responsive repairs across a small, expanding estate. Relevant experience will include managing complex public or commercial buildings, coordinating mechanical and electrical installation and maintenance, and supporting sites that remain operational while works are undertaken. Suppliers should be prepared to cover civic-office, health-centre and social-care environments, including a site with a full-time residential engineer and facilities used for day services and respite residential care. The Council has identified the procurement as suitable for small and medium-sized enterprises. Businesses should use the engagement stage to understand the service model, site requirements and expectations before the tender reaches the market.
