Summary of the contracting process

NHS North East and North Cumbria Integrated Care Board commissioned an all-age continuing care complex case management service for people eligible for continuing care whose needs and community care pathways are complex. The service covers trusted assessment, transition planning, identifying suitable placements and reviewing community case management, to help ensure people’s needs are met. It is healthcare service provision delivered across North East England and Cumbria. The requirement was commissioned under the NHS Standard Contract for 2026/27.

The competitive process has been completed and the contract formally awarded to UB Healthcare Ltd. The award was confirmed on 30 September 2026; the contract was signed on 16 September 2026. The contract period is recorded as 20 September 2026 to 19 September 2027. The contract value is £1,003,000; the tender’s estimated value was £1,000,000. The process used the Provider Selection Regime and was competitive and open. The stated evaluation basis includes price, with the buyer also reporting that it assessed the specification against the PSR’s five key criteria. Six bids were recorded. The service was procured as a single lot, and variants were not permitted.

For suppliers considering similar future work for this ICB, the demonstrated requirement is specialist case management for people of all ages with continuing care eligibility and complex needs. A credible provider would need to assess individual needs, plan transitions, identify appropriate placements and provide ongoing community case management reviews, while navigating complex community care pathways. The awarded contract shows that this requirement was delivered by a small or medium-sized healthcare supplier, so this type of work is not confined to the largest providers. Suppliers should be able to demonstrate a service model capable of supporting people across the North East and Cumbria and of meeting the ICB’s specification and PSR assessment criteria. The procurement was competitive, with price among the stated evaluation considerations.
