Summary of the contracting process

Hull City Council is procuring alternative provision services for children and young people who need education outside mainstream settings. The seven lots cover Step Out and Day 6 provision for secondary pupils in Key Stages 3 and 4; primary Step Out and Day 6 provision; enhanced risk management; long-term alternative provision for Key Stages 3 and 4; and medical Step Down and high-anxiety provision. The council estimates the overall services value at £4,840,108 per annum across the lots; individual lot estimates range from £216,000 to £1,133,544. The contract is planned to run from 1 September 2027 to 31 August 2029, with two possible one-year extensions. Questions were due by 5 November 2026 at 23:55, and tenders by 13 November 2026 at 12:00. The award decision was scheduled by 1 February 2027. Evaluation is quality-based: safeguarding (15%), delivery model (20%), staffing (10%), engagement with children and young people (10%), transitions (15%), monitoring and reporting (10%), scenarios (15%) and social value (5%).

Strong monitoring and reporting, the ability to respond to the specified scenarios, and credible social value commitments will matter in competition. Hull City Council identifies the lots as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so specialist or community-based providers may be well placed to compete for relevant service areas. The seven-lot structure supports bids focused on a provider’s particular age groups and areas of expertise.
