The supplier represents best value because they are the sole supplier able to to provide the required service. The Council has need for resilient wireless network services to support permanent sites that are off the wired network and would not be cost effective to add to it, e.g. cemeteries and crematoria, and to support events, which may be 'one-offs' or occur infrequently, e.g. elections, Goose Fair, where network connectivity is required for service delivery.
