Summary of the contracting process

Mole Valley District Council commissioned a supported housing research and consultancy service on behalf of Surrey’s 11 district and borough councils and Surrey County Council. The work covers a comprehensive mapping exercise and needs assessment of supported housing services used by the 12 local authorities, mainly within Surrey but potentially including services outside the county. The appointed supplier must then produce two supported housing strategies: one for the newly formed East Surrey organisation and one for the newly formed West Surrey organisation. The service is classified as research and development consultancy. Delivery is centred on Surrey, with the possibility of activity beyond the county boundary. The requirement therefore suits organisations experienced in housing research, service mapping, needs assessment, local authority strategy and supported housing policy.

The procurement is complete following an open procedure, with one lot. Homeless Link was selected for the contract. The award is valued at £166,600 excluding VAT (£199,920 including VAT), while the lot was published with an estimated value of £180,000 excluding VAT and £216,000 including VAT; the lot data records AED as its currency. The contract period runs from 1 September 2026 to 31 March 2027, and the award date is 4 August 2026. The standstill period ends on 13 August 2026, with contract signature scheduled for 24 August 2026. Evaluation weighted quality at 60% and price at 40%. Seven bids reached the final stage, including six from SMEs and one from a voluntary, community or social enterprise.

This award demonstrates demand from Surrey local authorities for specialist supported housing intelligence and strategic planning, delivered within a short, defined consultancy programme. Competitors seeking similar work should be able to map services across multiple councils, assess current and future housing needs, analyse evidence consistently across different local authority areas and turn findings into practical strategies. Credibility would also depend on understanding supported housing provision, homelessness and related public services, and on working effectively with a large group of public-sector stakeholders. The requirement attracted seven final-stage bids, showing competition from both SMEs and larger organisations. A future supplier would need sufficient research, consultation and project-management capacity to coordinate county-wide evidence gathering and produce separate strategies for East and West Surrey.
