Summary of the contracting process

The Greater London Authority is establishing a London-wide open framework for services supporting people affected by domestic abuse, including children. It covers two service areas: support delivered in safe accommodation, and wider support for victims and survivors of domestic abuse. The framework is intended to help the GLA meet its statutory duty to support victims and their children in safe accommodation, and to let London borough councils and the City of London Corporation commission relevant services. Delivery is across London. Transport for London is managing the procurement, with the Mayor’s Office for Policing and Crime supporting preparation and evaluation and taking responsibility for contract management.

The procurement has been awarded through an open procedure, with suppliers appointed to both framework lots; the awards are pending contract signature. For safe-accommodation services, 17 suppliers were selected, including Asha Projects, Refuge and St Mungo’s. For wider domestic-abuse support, 29 suppliers were selected, including Aanchal Women’s Aid, Refuge and Victim Support. Each lot has an estimated value of £200 million excluding VAT (£240 million including VAT); these are separate lot values. The award date was 15 October 2026. The framework runs from 1 April 2027 to 31 March 2030, with possible extension to 31 March 2035. Quality accounted for all of the stated evaluation weighting. Suppliers could be appointed to one or both lots. Call-off contracts may be awarded directly or through further competition.

This framework demonstrates substantial, sustained London demand for both safe accommodation and specialist support for victims and survivors of domestic abuse. It is suited to providers with practical experience delivering these services and the organisational capacity to serve borough-level commissioners across London. The appointed field includes specialist women’s aid and domestic-abuse organisations, housing and support providers, charities and larger service organisations, indicating that relevant specialist expertise and effective delivery models are central to competing. Credible providers should be able to show strong service quality; future call-offs may assess delivery models and value for money, with the precise weightings set for each competition. Suppliers also need to be able to meet varying local requirements, including geographic coverage and service capacity. The open framework is designed for periodic re-opening, allowing new suppliers to seek admission.

Notice Description

The Domestic Abuse Act 2021 (DA Act) introduced duties on Tier One local authorities in England to support domestic abuse victims and their children in safe accommodation (hereafter Domestic Abuse Safe Accommodation (DASA) services). As London's Tier 1 authority the GLA holds this duty. The GLA will reconfigure the commissioning landscape for DASA services in London by establishing an open framework to enable commissioners of DASA services to commission these services more effectively. The open framework will have a life span of eight years and be made up of two lots to enable the effective procurement of relevant services to discharge the GLA's duties under the DA Act. The services will include support in safe accommodation (Lot 1) and support for victims and survivors of domestic abuse (Lot 2).
