Summary of the contracting process

The Department of Health & Social Care has initiated a public procurement process to develop a national workforce development framework and training curriculum for the non-clinical work and health workforce. This procurement falls under the services category and is currently in the planning stage, with a preliminary market engagement notice published to invite supplier feedback. The procurement is a light-touch exercise with a maximum budget of £1,600,000 including VAT, and the delivery locations span several regions in the United Kingdom, such as UKC, UKD, UKF, UKG, UKH, UKJ, and UKK. Business users are encouraged to engage in the market engagement process by providing feedback by 10th July 2026, as the Authority aims to understand market capabilities and refine the procurement strategy.

This tender presents substantial business growth opportunities, particularly for organisations specialising in training programme services, staff training services, and personal development training services. It would suit suppliers with expertise in stakeholder engagement, competency framework development, curriculum design, learning content development, and project management. The undertaking allows for engagement across complex multi-stakeholder systems, enabling suppliers to contribute to high-impact workforce development and training solutions within the health and employment sectors. Additionally, the inclusion of small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) as suitable participants highlights the potential for diverse business involvement in this initiative.
