Summary of the contracting process

The Department of Health & Social Care intends to procure a national workforce development framework and training curriculum for the non-clinical work and health workforce. The service will support consistent skills, competencies, training and professional development across health, employment and local delivery settings. Phase 1 will cover competency and skills frameworks, supervision guidance, career pathways, continuing professional development principles, evidence review, stakeholder engagement and recommendations. Phase 2 will design a national curriculum covering knowledge, skills and behaviours, specialist content, digital and blended learning materials, assessments and case studies. Subject areas include employment and employability, reasonable adjustments, fit notes, employment law, common health conditions, neurodiversity, mental health, safeguarding, multidisciplinary working, referrals, employer engagement and coaching. Delivery is expected across England, with collaboration with NHS England’s Technology and Enhanced Learning team.

This procurement is at planning and market-engagement stage, not an invitation to tender. The buyer is seeking feedback to refine the specification, procurement strategy, pricing model, delivery timetable, KPIs, risks and barriers. The engagement questionnaire is expected to close at 17:00 BST on 10 July 2026, and the next notice is expected on 30 July 2026. The proposed contract has one lot and an indicative initial delivery period of about 15 weeks: five weeks for the workforce framework and 10 weeks for training development. The maximum contract term is 24 months, with an option to extend by up to a further 24 months. The maximum budget is £1,600,000 including VAT. Optional additional content and facilitated delivery may be commissioned during the term.

The work is likely to suit SMEs, voluntary and community organisations, specialist training providers, workforce development consultancies and partnerships combining these capabilities. Relevant strengths include expertise in work and health, employment and employability, stakeholder engagement, facilitation, competency-framework development, curriculum and learning-content design, project management and quality assurance. Suppliers should be able to work across complex systems and engage employers, workforce representatives, clinical colleagues, programme leads and other stakeholders. Capability in digital and blended learning, including scripts, assessments, case studies and guidance, will be important, as will the ability to collaborate with NHS England’s Technology and Enhanced Learning team on digitisation, testing and refinement. The buyer expects independent accreditation or quality review of learning content before it is transferred for digitisation. Suppliers should register on Atamis in preparation for the eventual tender.

Notice Description

The Authority is seeking to appoint a supplier to develop a national workforce development framework and training curriculum for the non-clinical work and health workforce. The requirement is intended to support greater consistency in skills, competencies, training and professional development across a diverse workforce operating across health, employment and local delivery settings. The contract will be delivered in two core phases: Phase 1 - Workforce development framework The supplier will develop a nationally applicable workforce development framework for the non-clinical work and health workforce. This will include: a) a core competency framework and skills profile; b) high-level guidance on supervision models; c) advisory articulation of career progression routes and pathways; d) principles and expectations for continuing professional development (CPD); e) evidence and landscape review; f) structured stakeholder engagement with employers, workforce representatives, clinical colleagues, programme leads and other relevant stakeholders; g) synthesis of findings into a report setting out agreed baseline competencies and advisory recommendations. Phase 2 - Training design and development The supplier will design and develop a baseline national training curriculum aligned to the Phase 1 competency framework. This will include: a) curriculum design covering core knowledge, skills and behaviours; b) development of specialist learning content where required; c) preparation of learning materials suitable for digital and blended delivery, including scripts, assessments, case studies and guidance; d) collaboration with NHS England's Technology and Enhanced Learning team to support digitisation, testing and refinement; e) securing independent accreditation or quality review of the learning content before transfer for digitisation. The training curriculum is expected to cover areas such as work and health, employment and employability, reasonable adjustments, fit notes, relevant employment law, common health conditions, neurodiversity, mental health, safeguarding, multidisciplinary working, referral pathways, employer engagement, coaching techniques and local support offers. Maximum budget available: PS1,600,000 including VAT The supplier must be able to operate across complex multi-stakeholder systems and demonstrate relevant expertise in work and health, stakeholder engagement, facilitation, competency framework development, curriculum design, learning content development, project management and quality assurance. The initial delivery period for Phases 1 and 2 is expected to be approximately 15 weeks, with Phase 1 estimated at 5 weeks and Phase 2 estimated at 10 weeks. The maximum contract term is 24 months, with an option to extend for a further period or periods up to 24 months. The Authority may also commission optional additional activity during the contract period, including revised or additional learning content and facilitated face-to-face or blended delivery, subject to internal approval.

This is not a call for competition, but an opportunity to gather feedback to better understand market capabilities, refine final specifications, decide the procurement strategy, and encourage supplier engagement. We are now sharing draft specifications, the proposed procurement approach and the planned procurement timetable, and invite suppliers to provide feedback via a Microsoft Form. The PME Document provides further information on the project and includes a link to a Microsoft Form. The Form contains a questionnaire focused primarily on testing market interest, supplier capability, the proposed specification, pricing model, delivery timelines, KPIs, risks, procurement approach and social value. It also provides suppliers with the opportunity to raise wider questions or comments on the proposed approach. The questionnaire will be open for responses until 17:00 (BST) on 10/07/2026. These documents can be accessed without registration. However, suppliers who are not already registered on Atamis should register in advance, as registration will be required in order to tender for the contract once the opportunity is published
