                "description": "All tender submissions will be evaluated and scored on a combination of quality and the priced element of the bid, i.e. pricing for the Annual Schedule of Planned Works and rates for ad hoc and emergency work. All submissions will be ranked in order of 'Total Scores' and it is anticipated that the tenders ranked 1 to 3 will be appointed to the Framework Agreement. Once the top three successful Tenderers are appointed onto the framework agreement in ranked order, the intention is that the Council will award the Year One 'Annual Schedule of Planned Works' to the first ranked Contractor. When the 'Annual Schedule of Planned Works' is confirmed for each subsequent year of the framework term (anticipated in September each year) there will be a mini competition conducted whereby all contractors appointed to the framework agreement will be invited to submit a new quote for the next proposed Annual Schedule of Works."
