Summary of the contracting process

Durham County Council is in the planning stage of a procurement process titled "Contract for Digital Advertising," aiming to manage and expand its digital advertising infrastructure. This project involves upgrading 15 double-sided bus shelter units across Durham, UK, with a potential for further expansion of digital advertising sites. The process falls under the services category with a legal basis outlined in UK legislation 2023/54 and is classified as a concession. Market engagement began on 24th June 2026, with a questionnaire accessible until 8th July 2026, aimed at assessing supplier interest. The project's anticipated start date is 1st April 2027, running until 1st April 2030.

This tender offers significant business growth opportunities, particularly for businesses specialising in digital advertising services and infrastructure development. Small and medium enterprises (SMEs) capable of funding, designing, and obtaining necessary planning permissions for digital sites are well-positioned to compete. Companies experienced in transforming traditional advertising sites into digital formats or those with innovative digital advertising solutions could greatly benefit from engaging in this procurement process. The supplier will be responsible for installing new bus shelters, a task offering further scope for businesses with relevant expertise.

Notice Title

Contract for Digital Advertising

Notice Description

Durham County Council (DCC) is exploring the potential to undertake a future procurement exercise to appoint a third-party provider for the delivery and management of the existing digital advertising infrastructure across the county, comprising of 15 double sided bus shelter units. The council would also like to understand through this process whether there is appetite for suppliers to expand on the existing network, by transforming existing DCC non-digital advertising sites into digital. As part of any future contract, it is anticipated that: * All existing digital sites included in the contract would require the installation of replacement bus shelters by the contract commencement date, funded entirely by the appointed contractor. * The design and specification of all shelters would be subject to approval by a designated DCC officer. * Any new or additional digital advertising sites (beyond the existing 15) would be subject to obtaining the necessary planning permissions. Responsibility for funding, preparing, and submitting planning applications would rest with the contractor.
