Summary of the contracting process

NHS North East and North Cumbria Integrated Care Board procured short-term acute respiratory infection services to provide additional capacity during winter pressures. The requirement covers seven separate service areas: Durham Dales, Chester-le-Street, Central Durham, Derwentside, South Durham, Sunderland and South Tyneside. Work is delivered across these named locations in the North East. This is an existing healthcare service, classified as miscellaneous health services, with each area treated as a separate contract. The buyer is the relevant authority responsible for arranging these services across the NENC ICB Central region. The requirement is aimed at healthcare providers able to organise and deliver acute respiratory infection provision locally, rather than suppliers of general goods or unrelated clinical services.

The procurement has been awarded through the Provider Selection Regime’s Most Suitable Provider process, following market engagement, an expressions-of-interest period and assessment against the five key criteria. Contracts were signed on 7 August 2026. Awards were made to Durham Dales Health Federation for Durham Dales (£189,864.68), Chester le Street Health Limited for Chester-le-Street (£115,606.20), Central Durham GP Providers for Central Durham (£204,637.32), Derwentside Healthcare Ltd for Derwentside (£181,004.44), South Durham GP CIC Federation for South Durham (£425,863.32), Sunderland GP Alliance for Sunderland (£565,772), and South Tyneside West PCN for South Tyneside (£293,064.04). Each contract starts on 1 September 2026, runs for 720 days, and may be extended by up to 24 months, subject to funding, review and satisfactory performance. Evaluation covered service requirements, quality and innovation, value, integration and collaboration, access and health inequalities, and social value.

This outcome demonstrates recurring local demand for acute respiratory infection capacity commissioned through the NHS in County Durham, Sunderland and South Tyneside. Suppliers well placed for a future requirement would be established healthcare organisations with the clinical capability and operational capacity to provide these services in one or more named localities. Credibility would depend on meeting service-specific requirements and demonstrating strong quality and innovation, alongside value for money. Providers would also need to work effectively with the integrated care system and local partners, improve access, reduce health inequalities and facilitate patient choice. Social value formed part of the assessment, so relevant organisations should be able to show wider community benefits as well as safe, effective service delivery. Experience delivering existing acute respiratory infection or comparable primary-care services would be directly relevant.
