Summary of the contracting process

NHS North East and North Cumbria Integrated Care Board commissioned short-term acute respiratory infection services to provide additional capacity during winter pressures. The requirement covers seven separate service areas: Durham Dales, Chester-le-Street, Central Durham, Derwentside, South Durham, Sunderland and South Tyneside. This is a healthcare services requirement, covering the Central region of the Integrated Care Board area. The services are an existing provision being arranged through the Provider Selection Regime’s Most Suitable Provider process. Delivery is local to each named area, so relevant providers need to operate, or be able to establish service capacity, in County Durham, Sunderland or South Tyneside. The buyer is the NHS North East and North Cumbria Integrated Care Board.

The procurement has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023, following market engagement, an expressions of interest period and assessment against the five key criteria. All seven lots received one bid and were awarded on 3 September 2026. Contracts were signed on 7 August 2026 for two years from 1 September 2026, with a possible further 24-month extension subject to funding, service review and satisfactory performance. Awarded suppliers and contract values are: Durham Dales Health Federation, Durham Dales, £189,864.68; Chester le Street Health Limited, Chester-le-Street, £115,606.20; Central Durham GP Providers, Central Durham, £204,637.32; Derwentside Healthcare Ltd, Derwentside, £181,004.44; South Durham GP CIC Federation, South Durham, £425,863.32; Sunderland GP Alliance, Sunderland, £565,772; and South Tyneside West PCN, South Tyneside, £293,064.04. Evaluation considered service-specific requirements, quality and innovation, value, integration and collaboration, access and health inequalities, and social value.

This procurement demonstrates recurring local demand for acute respiratory infection capacity across the North East and North Cumbria, with requirements split into geographically focused contracts. A credible future competitor would need to deliver safe, responsive respiratory infection services at primary-care or equivalent local scale, with established links to relevant practices, clinicians and health-system partners. The assessment places greatest emphasis on service-specific requirements and quality and innovation, followed by integration and collaboration. Providers should therefore be able to evidence clinical quality, service improvement, effective partnership working and reliable operational delivery. Value and social value also form part of the assessment, alongside improving access, reducing health inequalities and facilitating patient choice.
