Summary of the contracting process

Hamstead Hall Academy Trust is procuring school cleaning services for two schools in North-West Birmingham: Hamstead Hall Academy, a secondary school with around 1,200 pupils, and Grestone Academy, a primary school with around 380 pupils. The service covers cleaning classrooms, corridors and other school areas, with the aim of maintaining a consistently high standard and a clean, orderly environment that supports teaching and learning. The contractor is expected to provide quality assurance, daily interaction with a school representative at each site, effective handover of special requirements and comments, and flexible support for Trust activities and key events. The procurement is for services, classified as school cleaning services.

The process has reached tender: the Trust invited offers through an open procedure. It is a single-lot procurement, with tenders to be submitted electronically through the Red Box Tender Portal. The enquiry deadline was 3 September 2026 at 5.00pm, and the tender submission deadline is 16 September 2026 at 5.00pm. The award decision is due by 2 October 2026 at 11.59pm. The contract is scheduled to run from 4 December 2026 to 3 December 2029, with two possible one-year extensions, giving a latest potential end date of 3 December 2031. Its estimated value is £1,200,000 excluding VAT, or £1,440,000 including VAT. Commercial and quality criteria each carry 50% of the evaluation weighting.

This opportunity suits cleaning contractors with experience in education or other multi-site environments, and is explicitly suitable for small and medium-sized enterprises. Bidders should be able to deliver reliable daily cleaning across a secondary and a primary school, organise staffing around school needs and maintain an appropriate staffing level. The requirement favours suppliers with robust quality assurance systems, effective operational management and clear communication at both local and manager level. Teams will need suitable training and development, while the contractor must support daily information transfer about special needs and comments. A flexible, proactive service model is important, including the capacity to undertake additional work and respond to significant events in the Trust’s calendar.
