Summary of the contracting process

The Home Office intends to procure central business analysis services, providing business analyst capability across the department. The work is classified as business analysis consultancy and is intended to support the Home Office’s analytical and business needs. The procurement is for services and is planned as a single lot. The buyer is the Home Office, a central government department. The source describes delivery across the Home Office rather than naming a specific delivery location. The requirement is at the planning stage: the department has set out its intention to procure, but has not yet issued an invitation to tender. The current activity is intended to help shape the future requirement by learning about supplier capabilities and possible delivery approaches.

The Home Office expects to use a competitive award under the GCA framework, Digital Outcomes and Specialists 7, Lot 2. It is conducting early market engagement through a Request for Information, expected to be issued on 22 October 2026, with supplier responses requested by 5pm on 12 November 2026. The buyer may seek further information from respondents and may conduct additional engagement in the following months. The planned contract period runs from 1 December 2027 to 30 November 2030. The stated estimated procurement value is £48 million. The procurement is planned as one lot. The lot is marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. No tender evaluation criteria have yet been set out.

This requirement may suit business analysis consultancies and suppliers able to provide business analyst capability across a central government department. The Home Office is using early engagement to understand market capability and available delivery approaches, so suppliers with insight into different ways of delivering business analysis services may be able to inform how the requirement is developed. Small and medium-sized enterprises, as well as voluntary, community and social enterprises, are identified as suitable for the planned lot. The buyer has not described specific qualifications, accreditations, staffing levels or experience thresholds at this stage. Suppliers outside the intended framework lot can contact the Home Office to express interest in the RFI process. Participation in the engagement is not intended to confer an advantage or disadvantage in any later procurement.

Planning Information

The Home Office is conducting early market engagement to support the development of its future requirements for Central Business Analysis services.
