Summary of the contracting process

Oxford Health NHS Foundation Trust sought education and training services for a Masters degree in Minor Injury and Minor Illness. The requirement was divided into three possible packages: five modules covering HTPA, Minor Illness, Minor Injury, Diagnostic Reasoning and Applied Pharmacology; two modules covering Minor Illness and Minor Injury; or three modules covering HTPA, Minor Illness and Minor Injury. The work is intended to support advanced learning in minor injury and minor illness practice. The service falls within higher education, specialist education and training services. Delivery is for Oxford Health NHS Foundation Trust, based at Littlemore Mental Health Centre in Oxford. Suppliers would have been able to bid for one package only, with no supplier allowed to bid for or receive more than one package.

The process reached tender: the Trust invited offers through an open procedure, with electronic submission allowed in English. Enquiries were due by 14 July 2026 at 23:45, and tenders by 29 July 2026 at 23:45. The intended award decision date was 26 August 2026 at 23:59:59. The planned contract period was 1 October 2027 to 30 September 2030, with an optional 24-month extension and a maximum end date of 30 September 2032. The overall estimated value was £100,000 excluding VAT, or £120,000 including VAT. Each package was valued at £40,000 including VAT: £33,444, £33,333 and £33,223 excluding VAT respectively. Evaluation for every package was technical quality 50%, commercial price 40%, and social value, equality, diversity and inclusion, and sustainability 10%. The procurement was subsequently discontinued without award because the incumbent submitted the only tender and the Trust decided the requirement, in its current form, would not meet its needs. Alternative procurement routes will be considered.

This opportunity suited universities, higher education providers and specialist healthcare education organisations able to deliver postgraduate teaching in minor injury and minor illness. Relevant capability included designing or delivering modules in HTPA, minor illness, minor injury, diagnostic reasoning and applied pharmacology, depending on the package pursued. Providers needed to demonstrate a technically strong educational offer, since technical quality carried the greatest evaluation weight. Commercial pricing was also important, alongside credible commitments on social value, equality, diversity and inclusion, and sustainability. The requirement was structured for a supplier to deliver one defined package rather than the full set of modules, which made it relevant to providers with focused subject expertise as well as broader postgraduate education capacity. The procurement was cancelled without award, so businesses should treat this as an indication of the Trust’s requirement rather than a current contract opportunity.
