Summary of the contracting process

The Ministry of Defence is seeking an aerodrome rescue and firefighting service for the Joint Service Parachute Centre Weston on the Green at RAF Weston on the Green. The service must provide aircraft rescue and firefighting cover on site during flying operations, supporting tri-service parachuting courses run under British Skydiving, Civil Aviation Authority and Military Aviation Authority requirements. The requirement is for firefighting services. Cover is needed during the parachute season, with 800 service hours each year. The work will be delivered at the parachute centre in Weston on the Green, Oxfordshire.

The Ministry of Defence invited offers through an open procedure. The tender submission deadline was 30 October 2026 at 23:59 UTC, and the stated deadline for the award decision was 20 November 2026 at 23:59:59 UTC. The contract period is 1 February 2027 to 31 January 2030. Its estimated value is £443,599 excluding VAT (£532,318 including VAT). The procurement is one lot. The award basis is a Value for Money Index; the tender directs bidders to the ITT, section D, for its details. Financial assessment is a selection criterion, with the tender directing bidders to question 3.1 of the PSQ for the requirements. Electronic submission is allowed, in English, through the MOD contracts website.

This opportunity suits suppliers able to provide aircraft rescue and firefighting cover at an aerodrome during flying operations, and to sustain the required annual hours through the parachute season. Delivery must support tri-service parachuting activity and operate within the relevant aviation and defence fire-safety frameworks: British Skydiving requirements, Civil Aviation Authority regulations, Military Aviation Authority regulations and Defence Fire Safety Regulations DSA02. The buyer marks the single lot as suitable for small and medium-sized enterprises, so smaller providers may be relevant if they can meet the operational requirement. Bidders should also be prepared for the financial assessment in the supplier questionnaire; the precise assessment requirements are set out in that questionnaire.
