Summary of the contracting process

Staffordshire County Council is procuring services to deliver Bikeability National Standard cycle training in schools across Staffordshire. The requirement covers primary and secondary education and training services, supporting delivery under Active Travel England and Department for Transport grant conditions. It is divided geographically into four areas: Newcastle-under-Lyme and Staffordshire Moorlands; Stafford Borough and South Staffordshire; Cannock Chase and East Staffordshire; and Lichfield and Tamworth. The council intends to appoint providers to deliver training across these areas, with one provider for each area. The work is suitable for organisations providing cycle training in schools, including small and medium-sized enterprises and voluntary, community or social enterprises. Staffordshire County Council is the buying organisation.

The procurement has reached tender: the council invited offers through an open procedure for a closed framework agreement. Bids had to be submitted by 5 October 2026 at 12:00, with enquiries accepted until 24 September 2026 at 14:00. The framework is planned to run from 1 April 2027 to 31 March 2029, with renewal subject to grant funding, performance and local government reorganisation, potentially extending contracts to 31 March 2030. Its total estimated value is £1,440,000 gross (£1,200,000 excluding VAT). The four lots are valued at £353,268, £398,196, £372,132 and £316,404 gross respectively. Evaluation is based entirely on quality, and a supplier may be awarded no more than two lots.

This opportunity suits providers with the practical capability and experience to deliver Bikeability cycle training to pupils across Staffordshire schools. Suppliers should be able to organise and deliver training across one or more of the specified geographical areas and meet the requirements associated with the Bikeability National Standard and the relevant Active Travel England and Department for Transport grant conditions. The council is seeking several providers because delivery is spread across four areas, although each area will have one framework provider. Quality is the sole evaluation basis, so bidders will need to demonstrate strong training delivery, safeguarding and operational arrangements through their quality submission; the detailed quality breakdown is in the tender documents. SMEs and voluntary, community or social enterprises are explicitly considered suitable, with bids permitted for up to two areas.
