Summary of the contracting process

Blaenau Gwent County Borough Council commissioned accommodation-based housing support at Ty Annog for young people aged 16 to 25. The service provides round-the-clock support to help residents develop independent-living skills, achieve personal outcomes and move into their own homes in the community. It must offer a safe, empowering environment and support young people who may have mental health needs, learning difficulties or substance misuse issues. Residents can stay for up to 24 months; those moving on may also use the council’s separately commissioned floating support services to help sustain independent living. The service is delivered in Blaenau Gwent, Wales, and must comply with relevant requirements of the Renting Homes (Wales) Act 2016 and the council’s Licence Extension Request Policy.

The procurement is complete and the contract was awarded to Llamau Ltd on 22 September 2026. The award is valued at £749,076.81 excluding VAT (£898,892.17 including VAT). The awarded service period runs from 1 November 2026 to 31 August 2029, with an option to extend for up to two additional years in one-year increments, subject to performance and funding. This was a single-lot open procedure. The original tender closed on 24 July 2026, and the evaluation weighted quality at 80% and cost at 20%; quality was assessed against sub-criteria in the tender pack. Two bids reached the final stage. The initial contract term was three years, with extensions subject to performance and funding.

This award shows demand from Blaenau Gwent County Borough Council for specialist, accommodation-based support that helps young people move towards independent living. A credible competitor would need to deliver a 24/7 service for 16- to 25-year-olds, provide a safe and empowering residential environment, and support residents with potentially complex needs, including mental health issues, learning difficulties and substance misuse. Strong practice in developing independent-living skills and supporting transitions into community accommodation would be central to the requirement. Providers would also need to meet the relevant Renting Homes (Wales) Act 2016 requirements and the council’s Licence Extension Request Policy. The award favoured quality substantially over cost, so demonstrable service quality and outcomes would matter more than price alone. SMEs and voluntary, community and social enterprises were considered suitable for the competition. Llamau Ltd was selected from two final-stage bidders.
