Summary of the contracting process

Evaluation varies by lot, with quality weighted 30–60% and price 40–70%.

This opportunity suits contractors able to deliver frequent, smaller, fast-turnaround responsive jobs, including during periods of high demand, and to manage call-offs through direct award or further competition. Specialist electrical bidders need NICEIC accreditation and competence in BS 7671, Electricity at Work Regulations compliance, testing, inspection, PAT testing, renewables and emergency response. Other relevant capabilities include HHSRS, damp and mould, disrepair, general maintenance, fencing, masonry, drainage, paths, glazing and UPVC components, void reinstatement, kitchens, bathrooms, adaptations and associated building work. Suppliers must maintain safe, compliant and lettable homes, meet building and housing standards, and work effectively in occupied properties. Aspire Housing is looking to create a repairs and maintenance framework. A soft market test and planned procurement notice have been undertaken to give potential contractors and other stakeholders the opportunity to express their interests and feed in their views about the potential service model. Aspire has used the information to appraise options and further develop the specification/tender pack. Aspire housing has a DLO off circa 130 operatives, delivering responsive repairs, voids, planned works, grounds maintenance and damp and Mould works. Our first point of call is to deliver works using the DLO however due to volume of work, we rely heavily on sub-contractors. Hence the need for this Repair & Maintenance framework. The works are predominantly reactive, and our busiest time is December - April as we approach year end to ensure we are hitting our job target dates, which usually means a quick turnaround. The framework is broken down into Lots - "A" lots are dedicated for SMEs - The UK Public procurement definition of SME is - fewer than 250 employees. Tenderers can bid for Lots "A" if classed as a SME (Small, Medium sized Entity) or Lots "B" if not classed as a SME i.e larger company. Lots with no "A" or "B" can be bid on by any size organisation. You cannot bid for both A and B lots. Aspire has structured this Framework into Lots and sub-Lots, each with an estimated annual value to support proportionate competition and market access. Aspire reserves the right not to award a sub-Lot where insufficient competition or capacity is demonstrated. In such circumstances, Aspire may merge the sub-Lot back into the overarching Lot and proceed with award under the main Lot structure. The lot structure has been designed to support Aspire's objective of diversifying the supply base and ensuring that SMEs have equitable access to the Framework. By establishing a dedicated SME Lot, smaller providers compete solely against organisations of a similar scale, removing barriers that can arise when SMEs are evaluated alongside significantly larger contractors. Likewise, the non-SME Lots enable larger contractors to compete against peers with comparable capacity and resources. This approach promotes fair competition, broad market participation, and a balanced mix of suppliers across the Framework. The works delivered under this Framework are entirely reactive and responsive, with no planned or programmed works included. Each Lot is supported by its own specification, setting out the typical job types, required response times, and service expectations. The nature of the Framework is characterised by smaller, frequent, fast-turnaround tasks, often raised at short notice. This structure is not intended to deter larger contractors; rather, it ensures that suppliers of all sizes can participate appropriately. The division into SME and non-SME Lots reflects the fact that individual orders may be low in value, while the overall volume may be high, enabling SMEs to compete on a level playing field and allowing larger contractors to operate within Lots aligned to their capacity and delivery models. Aspire is looking to appoints provider of Repairs and Maintenance works for a Framework commencing in February 2027 for a term of 6 years, reopening for new applicants in year 3 details of which are included in the enclosed documents.

Lot Information

Lot 1 - Electrical (Suitable for All)

The Contractor shall provide a comprehensive electrical repairs, maintenance, testing, inspection, installation, and emergency response service across Aspire's domestic and non-domestic property portfolio. All works must comply with current legislation, including BS 7671, the Electricity at Work Regulations 1989, and relevant health and safety standards. Commercial properties (e.g., leased shops) are generally managed by leaseholders and are not expected to fall within this contract, except where explicitly instructed by Aspire. Electrical Testing and Compliance, Electrical R&M, PAT Testing, Ground work related electrical installations, and Renewables.

Lot 3 - Groundworks/External (Suitable for All)

The contractor is required to responsive repair and maintenance (R&M) works relating to external elements, including but not limited to: Fencing and gates, Brickwork, blockwork and boundary walls, Hard standings, paths, patios, footings and driveways, External steps, ramps and handrails, Drainage (surface and foul where exposed externally), Minor groundworks and reinstatement, External fixtures and fittings. All works shall be undertaken to maintain safety, security, and serviceability of external areas. Suitable for any size contractor small or large.

Options: This Framework Agreement is being established as an Open Framework in accordance with the Procurement Act 2023 and will operate for a total duration of six years. In line with the Act, the Framework will be reopened once only, at Year 3, to allow new suppliers to apply for admission and to enable existing suppliers to either remain on the Framework or exit at that point.

Lot 4a - Glazing/UPVC Repairs (SME dedicated lot)

The contractor is required to deliver routine repairs to UPVC windows, doors, and associated glazing components across the housing stock. Works must ensure all units are safe, secure, weather-tight, and fully operational in accordance with relevant standards and manufacturer guidance. Repairs typically consist of the following to Windows, Patio doors and on occasion composite doors. Replacement hinges (doors & windows), Replacement rubber seals, Replacement handles, Install/Replace trickle vents, Replacement of Espags, Repair/ replacement of locking mechanism, Replacement Sills , Replacement of glass beading and Drip bars on doors/windows. Lot for SMEs only (under 250 employees)

Aspire are in partnership with Howdens and install Howdens Greenwhich Kitchens as our standard range. The design, supply and installation/replacement of internal components including Bathrooms, Adaptations and associated building works. The proposed works will be carried out in occupied properties. The Contractor will be responsible for ensuring all works are performed in line with all relevant standards and regulations, maintaining high standards of safety and performance throughout the duration of any call off contract. Lot for SMEs only (under 250 employees)
