Summary of the contracting process

Wirral Council is seeking a single organisation or consortium to operate the Wirral Advocacy Hub. The service covers statutory social care and mental health advocacy, together with non-statutory advocacy linked to the Care Act, Mental Health Act and Mental Capacity Act. The initial contract runs from 1 April 2027 to 31 March 2030, with two possible annual extensions, potentially ending on 31 March 2032. The estimated gross value is £1,810,000. Evaluation allocates 60% to technical and quality, 10% to social value and 30% to cost and commercial elements. The Council is seeking to appoint a single organisation, or a consortium to provide a range of statutory and non-statutory advocacy support via a Wirral Advocacy Hub. This contract is for the delivery of statutory social care and mental health advocacy services in Wirral. The contract also includes non-statutory advocacy services where they are linked to Care Act, Mental Health Act and Mental Capacity Act support and a requirement to promote and develop self-advocacy and peer advocacy.
