Summary of the contracting process

Yorwaste Ltd is seeking third-party bulk haulage of non-hazardous waste from waste transfer stations in North Yorkshire to disposal facilities. Waste streams include mixed municipal (“black bag”) and bulky waste, including POPs, as well as glass, plastics, cans, paper, card, green waste, wood and compost. Allerton Waste Recovery Park is the main destination, with contingency sites used as required; Lot 1 includes up to 33 such sites. The work is split into three geographical lots: Seamer Carr and Whitby, Kirby Misperton, and Halton East. Suppliers must price each specified route from the relevant station and deliver across the required locations. Yorwaste operates waste management and recycling services across North Yorkshire and is owned by North Yorkshire Council and City of York Council.

Yorwaste invited tenders through an open procedure. Questions were due by 13 November 2026 at 17:00 and tenders by 3 December 2026 at 12:00. The estimated total is £7,135,000 excluding VAT (£8,562,000 including VAT). Lot values excluding VAT are £4,235,000 for Seamer Carr and Whitby, £1,130,000 for Kirby Misperton and £1,770,000 for Halton East. Contracts are intended to run from 1 April 2027 to 31 March 2029, with options to extend by two years and then one year. Bidders may tender for any lots but may bid for and be awarded no more than two. Each lot is assessed independently: price carries 70% and quality 30%, with quality assessed before price. Price is evaluated using individually priced routes applied to historic journey data.

This opportunity suits waste-haulage and road-transport operators with the capacity to serve transfer stations and a network of disposal destinations, including contingency locations. Suppliers need a valid UK Standard Goods Vehicle Operator’s Licence and Waste Carrier’s Licence, relevant experience in bulk haulage of waste or similar materials, and an Operator Compliance Risk Score in the Green band or equivalent evidence for roadworthiness, traffic and combined measures. They must have suitable vehicles, equipment and operational systems, including vehicle tracking and load monitoring. Bidders also need adequate financial standing, legal authority to operate in the UK, employer’s liability and public liability insurance of £10 million each, and motor insurance meeting legal requirements. Small and medium-sized businesses are considered suitable, but suppliers should account for variable workloads: Yorwaste commits to neither minimum nor maximum volumes.

Yorwaste Ltd is a waste management and recycling company operating in North Yorkshire. The company is wholly owned by North Yorkshire Council and City of York Council and operates at arm's length from its shareholders. Yorwaste employs over 280 members of the local community, manages over half a million tonnes of waste per year and carries out 550,000 trade waste and commercial bin collections across North Yorkshire. The company is seeking to procure bulk haulage services for the transportation of non-hazardous waste from its transfer stations located in the North Yorkshire to a network of designated delivery points. The services are critical to the ongoing operation of Yorwaste's waste management infrastructure. The current contracts are due to expire on 31 March 2027. This procurement is being undertaken in advance to ensure continuity of service. Waste streams include, but are not limited to, those listed below: * Mixed municipal waste (also referred to as 'Black Bag') * Bulky waste including POPs * Glass, Plastics and cans * Paper and card * Green waste, wood and compost The procurement will be divided into geographically defined lots aligned with current operating areas: Lot 1: Seamer Carr and Whitby Lot 2: Kirby Misperton Lot 3: Halton East The primary disposal facility is Allerton Waste Recovery Park ("AWRP"), supported by a network of contingency disposal sites. Successful suppliers will be required to service all identified locations as required. Suppliers are invited to submit Tenders for any one Lot, any combination of Lots, or all Lots. Each lot will be evaluated independently and awarded on the basis of the Most Advantageous Tender (MAT). The Company intends to award a Contract for each Lot for an initial period of two (2) years with the option, at the Company's sole discretion, to extend for a further two (2) and one (1) years (total 2+2-1). The Company gives no warranty or guarantees as to the accuracy or level of volumes, and no minimum or maximum volumes are committed. Further details of the technical requirements, performance standards, and pricing mechanisms will be set out in the procurement documents. Yorwaste reserves the right to amend, update or clarify any part of the procurement documents at any stage before the tender submission deadline.

Lot Information

Seamer Carr and Whitby

Lot 1 covers bulk haulage services from Seamer Carr and Whitby Waste Transfer Stations. The services include the transportation of waste from these transfer stations to a range of disposal facilities, with the primary delivery location being Allerton Waste Recovery Park and up to 33 contingency sites as required. Suppliers are required to submit prices for each route originating from both Seamer Carr and Whitby. The successful supplier will be awarded all routes associated with Lot 1 for the duration of the contract.

Renewal: The Company intends to award a Contract for each Lot for an initial period of two (2) years with the option, at the Company's sole discretion, to extend for a further two (2) and one (1) years (total 2+2-1). Extension is possible with prior agreement from Yorwaste and subject to review of service performance and Yorwaste's satisfaction.

Kirby Misperton

Lot 2 covers bulk haulage services from Kirby Misperton Waste Transfer Station. The services include the transportation of waste from this transfer station to a range of disposal facilities, with the primary delivery location being Allerton Waste Recovery Park and a number of contingency sites as required. Suppliers are required to submit prices for each route originating from Kirby Misperton. The successful supplier will be responsible for all routes within Lot 2 for the duration of the contract.

Renewal: The Company intends to award a Contract for each Lot for an initial period of two (2) years with the option, at the Company's sole discretion, to extend for a further two (2) and one (1) years (total 2+2-1). Extension is possible with prior agreement from Yorwaste and subject to review of service performance and Yorwaste's satisfaction.

Halton East

Lot 3 covers bulk haulage services from Halton East Waste Transfer Station. The services include the transportation of waste from this transfer station to a range of disposal facilities, with the primary delivery location being Allerton Waste Recovery Park and a number of contingency sites as required. Suppliers are required to submit prices for each route originating from Halton East. The successful supplier will be responsible for all routes within Lot 3 for the duration of the contract.
