Summary of the contracting process

Yorwaste Ltd, a public undertaking waste management and recycling company owned by North Yorkshire Council and City of York Council, has issued a planned procurement notice for third-party bulk haulage services for non-hazardous waste. This procurement process is at the planning stage and the tender documents are expected to be published in August 2026. The services are crucial for transporting waste from transfer stations located on the east coast of North Yorkshire to delivery points across the region, with the primary site being Allerton Waste Recovery Park. The contract will initially cover a three-year period starting 1 April 2027 with the possibility of a two-year extension. The tender will be divided into three geographically defined lots: Seamer Carr and Whitby, Kirby Misperton, and Halton East, having a significant value of approximately £8.56 million. Key deadlines include the tender period ending on 18 September 2026, with the award concluded by 9 November 2026.

This tender opens opportunities for businesses in the waste management and transport service industry, offering potential growth through participation in a long-term contract with a prominent regional waste management entity. Suitable candidates include SMEs and larger enterprises that can demonstrate financial stability, appropriate insurance, operational capacity, and experience in bulk haulage services. The procurement method is an open procedure, ensuring fair competition. This project presents substantial potential for businesses that can competitively price their service offerings and demonstrate quality service delivery. Potential suppliers should be prepared for detailed evaluation criteria focusing on both cost (70%) and quality (30%), making it crucial for bidders to articulate clear methodologies and operational approaches in their submissions.
