Notice Description
Description This Contract Award Notice is issued in accordance with the Procurement Act 2023 to notify the market of the intention to award a contract and to formally commence the standstill period for the Broadcasting and Audio-Visual Services. The scope of services includes: I. Broadcasting of Mayoral press conferences II. London Assembly meetings III. Assembly committee proceedings IV. Associated public-facing communications In line with the Procurement Act 2023, this Contract Award Notice triggers an 8 working day standstill period, as applied automatically by the Find a Tender system. The Authority will not enter into the contract before the end of this standstill period. The proposed contract is awarded to Bowtie Television Limited in accordance with Procurement Act 2023, Schedule 5 Paragraph 7 (additional goods, works or services), which permits the: I. the contracting Authority to award a contract without competition on the basis that a change in supplier would result in the authority receiving goods, services, or works that are different from, or incompatible with, the existing goods, services, or works; and II. such difference or incompatibility would lead to disproportionate difficulties in operation or maintenance. Bowtie Television Limited is the Original Supplier for the GLA Broadcasting and Audio-Visual Services.
Procurement Information
The current contract for these services is due to expire on the 31st July 2026 and does not include any remaining extension options. Continuity of service is essential to ensure the uninterrupted delivery of the GLA's statutory and public-facing functions. The services operate within a complex and highly integrated broadcasting environment. The incumbent supplier has established infrastructure, configured technical interfaces, and embedded operational processes tailored to the GLA's requirements. Transitioning to an alternative supplier within the required timeframe would require: * Transfer of systems and infrastructure * Technical reconfiguration * Full end-to-end testing * Mobilisation of a new operating model These activities cannot be completed without disproportionate technical risk and a material likelihood of service disruption. As such, only the incumbent supplier can meet the immediate requirement without unacceptable operational risk. This award is intended to rely on: * Section 41 of the Procurement Act 2023; and * Schedule 5 (single supplier justification due to technical reasons) This contract is being awarded as an interim measure only. The GLA has confirmed through market engagement that there is a competitive supplier market for these services. A competitive procurement process is currently underway to establish a long-term broadcasting services contract. The new contract will replace this interim arrangement as soon as practicable.
