Summary of the contracting process

Kettlethorpe High School selected a supplier to provide high-quality cleaning services at the school in Sandal, Wakefield. The work is school cleaning, covering a secondary school with 1,531 pupils. The school describes a focus on pupils’ safety, wellbeing and achievement, and on partnership between staff, pupils and families; the cleaning service supports this school environment. The requirement is for services at Kettlethorpe High School, Sandal, Standbridge Lane, Wakefield, WF2 7EL.

The procurement is complete and Norse Eastern was selected for the single contract. The award was made on 15 September 2026 at a value of £1,125,000. The contract period is 1 November 2026 to 31 October 2029, with two optional one-year extensions, potentially continuing to 31 October 2031. The school stated an annual contract value of £225,000. The competition used an open competitive flexible procedure. Quality carried 70% of the evaluation weighting and price 30%. The contract requires Local Government Pension Scheme provision for some employees, through the West Yorkshire Pension Fund. Ten bids reached the final stage, including six from SMEs.

This award demonstrates demand from Kettlethorpe High School for a substantial, ongoing school-cleaning service, and shows that the buyer’s evaluation placed greater weight on quality than price. A credible competitor would need the operational capacity to clean a large secondary school serving 1,531 pupils, and to maintain consistent standards in a school environment where safety and pupil wellbeing matter. The successful supplier must also be able to meet the Local Government Pension Scheme requirement for some employees, with the West Yorkshire Pension Fund involved. The participation of six SMEs among the ten final-stage bidders indicates that smaller suppliers competed alongside larger providers. Relevant school-cleaning experience, capable staffing and a strong quality-focused service offer would be important when this requirement next returns to market.
