The technical offer should demonstrate realistic tower views across day and night, variable weather and lighting, linked operational displays, and dynamic scenario control by a pseudo-pilot. The system must support trainer, trainee and pseudo-pilot interaction within a compact office setup, alongside exercise customisation and replay for debriefing. Strong competitors should also be able to train RAF personnel, provide durable training materials, respond to minor change requests, evidence KPI performance and show how delivery supports climate and nature objectives.
